Job summary

Navajo Tribal Utility Authority is seeking a Civil Engineer with PE licensure to lead water and wastewater design, planning and project management. The role involves coordinating with regulatory agencies, preparing technical assessments, and supporting capital projects and operations budgets.

The successful candidate will review plans, conduct capacity analyses, and provide technical guidance for developers while ensuring compliance with applicable standards and regulations.

Qualifications

  • Must have a High School Diploma or GED.
  • Bachelor's Degree in Civil Engineering is required.
  • Professional Engineering License required.
  • 3 years utility gas, water and wastewater construction experience.
  • Valid Driver's License is required (subject to MVR review).

Responsibilities

  • Perform water and wastewater systems engineering assessments, analyses, plans and design activities.
  • Prepare assessments, reports and advice for capital projects and O&M planning.
  • Assist supervisor with funding, planning and budgeting of capital projects and O&M activities.
  • Provide technical assistance to outages and analyze work problems.
  • Prepare special reports for data access, analysis, management review or reporting.
  • Provide reviews and capacity analyses for new services and inspections for developers.

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES


  • Perform related water and wastewater systems engineering assessment, analyses, plans and design activities.

  • Prepares assessments, reports and advice related to planning of capital projects and operations and maintenance activities.

  • Assists supervisor related to funding, planning and budgeting of capital projects, operations and maintenance activities.

  • Provides technical assistance to outages; Analyses and provides recommendations for work problems.

  • Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.

  • Provides water and wastewater system reviews and capacity analyses for new services; and provides inspections for commercial developers.

  • Liaison with regulatory agencies concerning compliance.

  • Reviews construction or schematic design plans and materials submittals for new water and wastewater services and responds with plan redlines, written comments and recommendations.

  • Performs project management that encompasses all phases of the projects, including preliminary planning, project meetings, designs, construction activities, and provides schedules and timelines. Performs monitoring, tracking and reporting on the projects to the management.

  • Prepares and reviews bid documents for construction of water and sewer line relocations and wash crossings.

  • Works with district management and operations personnel to address issues related to regulatory compliance and sanitary surveys.

  • Analyzes survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects.

  • Computes load and grade requirements and material stress factors to determine design specifications.

  • Inspects project sites to monitor progress and ensure conformance to design specification, construction plans, contract, and safety standards.

  • Directs construction, operations, and maintenance activities at project sites.

  • Directs or participates in surveying to lay out installations and establish reference points, grades, and elevations to guide construction.

  • Estimates quantities and cost of materials, equipment, or labor to determine project feasibility.

  • Prepares or presents public reports, such as bid proposals, environmental impact statements, and property and right-of-way descriptions.

  • Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.

  • Performs other duties as assigned.
