Job summary

Norconsulting Recruitment seeks an experienced Civil Engineer – Project Manager to lead a portfolio of site development and land development projects for public and private clients. You will oversee design, permitting, and construction support with emphasis on site design, grading, utilities, and stormwater management.

The role combines technical engineering, client interaction, project leadership, and field involvement.

Qualifications

  • Bachelor’s degree in Civil Engineering or related field.
  • 4–8 years of relevant civil/site development experience.
  • Strong background in site design and land development, including residential, multifamily, commercial, or industrial projects.
  • Experience with grading, stormwater management, drainage, utilities, and erosion & sediment control.
  • Knowledge of local and state permitting and regulatory requirements.
  • Maine PE license preferred; strong candidates with EIT considered.
  • Proficiency with AutoCAD; HydroCAD a plus.
  • Strong project management, communication, organizational, and client-facing skills.
  • Ability to attend occasional site visits, client meetings, municipal meetings, and public hearings.

Responsibilities

  • Manage civil/site development projects from conceptual planning and design through permitting and construction administration.
  • Develop site plans involving grading, drainage, utilities, roadway/access layouts, and erosion and sediment control.
  • Design and coordinate stormwater management and drainage systems for various developments.
  • Prepare engineering plans, calculations, technical reports, specifications, and permit documentation.
  • Coordinate with surveyors, architects, environmental consultants, contractors, and other engineering disciplines.
  • Develop and manage project scopes, schedules, budgets, contracts, and deliverables.
  • Communicate directly with clients to understand project requirements, provide updates, and resolve technical issues.
  • Coordinate with municipal officials, planning boards, regulatory agencies, and permitting authorities throughout the project lifecycle.
  • Conduct site visits, field assessments, construction meetings, and public meetings as required.
  • Review project progress, identify potential challenges, and ensure projects stay on schedule and within budget.
  • Assist with business development, proposal preparation, client relationship management, and identifying new project opportunities.

Job description

We are seeking an experienced Civil Engineer – Project Manager to join our growing Civil Engineering team. This position will be responsible for managing a diverse portfolio of site development, land development, and civil engineering projects for both public- and private-sector clients.

The ideal candidate will have strong experience in site design, grading, utilities, stormwater management, permitting, and project management, with the ability to take projects from initial planning and design through permitting and construction support.

This is an excellent opportunity for a civil engineer who enjoys a combination of technical engineering, client interaction, project leadership, and field involvement. The position offers a flexible hybrid/remote work environment while maintaining collaboration with internal teams, clients, municipalities, and regulatory agencies.

Key Responsibilities

  • Knowledge of local and state permitting and regulatory requirements.
  • Maine PE license preferred, although qualified EIT candidates with strong relevant experience may be considered.
  • Proficiency with AutoCAD required; experience with HydroCAD is a plus.
  • Strong project management, communication, organizational, and client-facing skills.

Work Arrangement
