Francison Consulting is seeking an experienced Civil Engineer to support the Los Angeles Unified School District's Facilities Services Division, Maintenance & Operations A/E team. In this role, you will perform highly complex civil engineering work related to the planning, design, and construction of District facilities and site improvements.

Position Summary
The Civil Engineer will provide technical direction and certification on civil engineering work for LAUSD's Facilities Services Division. Core responsibilities include:
- Assisting in defining and reviewing the Project Requirement Document scope of work and schedule, including interim housing requirements
- Performing highly complex civil engineering work related to the planning, design, and construction of District facilities and site improvements; providing technical direction to District personnel, commissioned architects, and consulting engineers; and certifying civil engineering design plans
- Applying civil engineering principles, practices, processes, and procedures to the planning, design, and construction of FSD projects, including project scope development, budget preparation, design review, and technical coordination with District and external professional staff
- Providing technical direction to commissioned architects and consulting civil engineers regarding District policies, standards, and design guidelines for site development, including grading, paving, fencing, parking layouts, streets, storm drainage, sewer systems, and other site improvements associated with new construction and major alterations
- Providing technical direction to personnel within the Civil Engineering Unit in the preparation and review of project scope documents, topographic surveys, design drawings, specifications, and related technical documents
- Obtaining and managing contracts and task orders for civil engineering, land surveying, and related professional services
- Reviewing civil engineering plans, specifications, and related documents prepared by commissioned architects and consulting engineers for conformance with District policies, standards, design guidelines, applicable codes, and project requirements; identifying conflicts with other architectural and engineering features and directing or recommending necessary revisions
- Developing, updating, and maintaining civil engineering standards, guidelines, and specifications to ensure compliance with applicable building codes, safety requirements, and industry practices, and to promote quality, efficiency, and cost effectiveness in construction, maintenance, and operation
- Directing and reviewing site development studies to determine the feasibility and estimated cost of site grading, street improvements, utility improvements, and other civil engineering requirements associated with property acquisition and development
- Providing technical advice and resolving civil engineering issues encountered during construction; advising contractors, commissioned architects and engineers, District construction inspectors, and other project personnel regarding civil engineering requirements and field conditions
- Providing professional certification of civil engineering designs and documents for assigned District and commissioned projects, as authorized by applicable professional licensing requirements
- Coordinating with the City of Los Angeles and civil engineering consultants to obtain review and approval of drawings and permits for off site improvements adjacent to District school sites, including B Permit and A Permit work such as sidewalks, driveways, bus drop offs, and ADA curb ramps, and coordinating permit closeout activities
- Assisting the Real Estate Department with civil engineering matters related to property transactions, including preparation and review of legal descriptions, determination of easements, updating of parcel maps, and closure of street vacations
Minimum Qualifications
- Graduation from a recognized college or university with a bachelor's degree in civil engineering
- Minimum eight (8) years full time paid professional experience in civil design on commercial or public agency projects, preferably in educational facilities
- Proficiency in office computer software (Word, Excel, Adobe, etc.)
- A valid license as a Professional Engineer in Civil Engineering issued by the California State Board for Professional Engineers, Land Surveyors, and Geologists
