Westinghouse Electric Company is seeking an experienced Civil Construction Supervisor to provide on-site oversight of civil and underground utility construction for a large-scale combustion turbine project in Menomonie, WI. As Owner's Representative, you will ensure contractor work follows project specs, drawings and applicable codes.

You will coordinate with owners, contractors, engineering and QA/QC teams to verify compliance, monitor QA/QC and safety programs, manage inspections, and support

About the role:

Menomonie, WI

We are looking for an experienced Civil Construction Supervisor to provide on-site oversight of all civil and underground utility construction activities for a large-scale combustion turbine project. Being the Owner's Representative, you will verify that the contractor performs construction work following project specifications and applicable codes.

The Civil Construction Supervisor serves as the main liaison between the project owner, contractors, engineering teams, and QA/QC personnel to ensure successful project execution. You will focus on compliance verification, inspection oversight, documentation, risk identification, and turnover readiness while supporting project objectives related to scope, schedule, quality, and safety.

Key Responsibilities:

• Oversee all civil construction and underground utility activities for a combustion turbine project.
• Verify contractor work complies with IFC drawings, specifications, project requirements, and applicable codes.
• Monitor and enforce QA/QC standards, inspection and test plans (ITPs), and hold points.
• Conduct and document owner inspections, escalating non-conformances, quality concerns, and construction risks.
• Oversee installation and testing of underground utilities, including duct banks, piping, and gas systems.
• Coordinate with contractors, engineering, QA/QC, and project stakeholders to support safe and efficient project execution.
• Track testing activities, including soil compaction and concrete testing, and implement corrective actions when required.
• Ensure compliance with safety programs, environmental requirements (SWPPP), and turnover/documentation requirements.

Qualifications:

• 7+ years of experience in heavy civil, power generation, industrial, or large-scale infrastructure construction.
• Experience with civil construction practices, construction sequencing, and field execution.
• Experience interpreting construction drawings, specifications, geotechnical reports, and technical documentation.
• Working knowledge of QA/QC processes, inspection procedures, and construction testing requirements.
• Identify construction risks and coordinate resolutions.
