Job summary

City of Baltimore seeks a Civic Designer to advance resident-centered services through applied research, design, and data-driven improvements. You will work with residents, city staff, and partners to understand challenges and develop practical solutions.

The role combines qualitative and quantitative methods, prototyping, and implementation support, reporting to the Innovation Program Manager. A strong emphasis on equity and capacity building is included.

Qualifications

• Bachelor’s degree in anthropology, sociology, psychology, public policy, public administration, urban planning, design, data science, statistics, economics, political science, or related field.
• Experience conducting research, analyzing qualitative or quantitative data, and supporting service or program design.
• Familiarity with human-centered design, data visualization, and cross-functional collaboration.

Responsibilities

• Plan and conduct interviews, focus groups, surveys, and observations with residents and city staff.
• Map journeys, workflows, and service delivery to identify improvement opportunities.
• Develop prototypes, collect feedback, and test ideas in pilot settings.
• Coordinate cross-functional teams to implement and evaluate solutions.
