Job summary

City of Midland, Texas seeks an experienced financial administrator to oversee receipt and custody of City funds, manage banking services, and act as Chief Investment Officer. The role ensures compliance with state codes, maintains cash policies, and leads a team of staff in financing operations.

The position requires a public finance background, supervisory experience, and a strong grasp of investment practices within municipal environments.

Qualifications

  • Bachelor's degree in accounting, finance and/or investments; Master’s degree and/or CPA preferred.
  • Two years of experience in accounting and/or investment in a municipal environment, or equivalent.
  • Two years in supervisory/management role, or equivalent.

Responsibilities

  • Oversees the receipt of all public funds and deposits to the City’s accounts.
  • Tracks daily cash levels and transfers from Investment Pools as needed.
  • Maintains cash management policy and trains staff on it.
  • Serves as primary contact with bank depository and manages banking services.
  • Acts as Chief Investment Officer, liaising with external brokers for safe investments.
  • Oversees petty cash accounts and sign-off on disbursement reports.
  • Prepares reports required by State and City Code, including unclaimed property.
  • HIre, train, supervise and evaluate support staff.

Job description

Scope of Work

Under the general supervision of the Finance Director, performs administrative duties in receiving, depositing, investing and custody of City cash and investments. Also maintains records for debt service for the City and arranges the debt service payments for the City.

Strategic Goal

Support the City's long-term financial sustainability by ensuring the responsible stewardship of public funds, maintaining accurate financial records, safeguarding City assets, promoting accountability and transparency, and ensuring compliance with applicable financial policies and debt obligations.

Essential Job Duties
  • Oversees the receipt of all public funds and monies payable to the City and deposits said money in the appropriate bank account.
  • Responsible for tracking daily cash levels and transfer of cash from Investment Pools as needed.
  • Maintaining, updating and training staff on the cash management policy for the City of Midland.
  • Primary contact with bank depository and credit card, including overseeing banking service contract and management of all facets of banking services for the City of Midland.
  • Chief Investment Officer for the City. Works with external brokers and banking community for highest and safest investments. Oversees all investment reports.
  • Oversee all petty cash accounts.
  • Co-signs all City checks along with the Finance Director after determining that sufficient amount is on deposit in the appropriate bank accounts of the City to honor the check. This includes sign off on disbursement report for accounts payable.
  • Prepare and file all reports required of the Treasurer by State and City Code. This includes unclaimed property.
  • Hire, train, supervise, evaluate and discipline support staff.
  • Performs related duties as necessary.

  • While performing the duties of this job, the employee is frequently required to sit, stand, walk and talk or hear.
  • The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
Required Qualifications

Education and Experience: Bachelor’s degree with emphasis in accounting, Finance and/or investments. Master’s degree and/or CPA preferred. Two years of experience in accounting and/or investment in a municipal environment, or equivalent. Two years of experience in supervisory/management role, or equivalent.

Special Requirement: Must meet all the requirements of the Public Funds Investment Act of Texas within the first year in the position. Must be bondable

Other Necessary Requirements

Working knowledge of State and City Codes, including the requirements of the State Public Funds Investment Act. Skills in the practices of investing public funds, ability to read, understand, interpret and explain updated code related to treasurer’s duties.

  • Working knowledge of accounting practices and procedures; modern office practices and procedures.
  • Ability to coordinate the work of others; ability to establish and maintain effective working relationships with employees, other agencies, and the public; ability to follow written and oral instructions; ability to communicate effectively, verbally and in writing.
  • Ability to use computer, word processing, Excel, Word and Outlook.
