Job summary

The City of Tigard is seeking an experienced City Recorder to manage council meeting administration, official records, and municipal elections governance.

Responsibilities include overseeing the records management program, ensuring public compliance, and collaborating with departments to support council agendas and strategic initiatives. A Notary Public designation is required or obtainable, with supervisory experience preferred.

  • Experience in municipal government, preferably in a City Recorder's Office, including supervisory duties.
  • Notary Public designation in Oregon or ability to obtain at appointment; certification as Municipal Clerk desirable.

  • Manage the administrative functions of City Council meetings, including agenda development, meeting materials, official record of actions, and managing public comment all in compliance with Oregon Public Meetings Law and with support from the Deputy City Recorder.
  • Coordinate municipal elections as the City elections officer and governance activities, including candidate filings, measures on the ballot, compliance with county and state rules, ordinance, and resolution management.
  • Oversee the City’s record management program and staff, managing and partnering with the Records Management Specialist to respond to public records requests, improve processes, enhance digital records systems and maintain compliance with state records retention and public record requirements.
  • Collaborate across City departments, working with leadership to build tentative Council meeting agendas, navigate records requests and management, and support strategic initiatives that strengthen public trust and organizational efficiency.

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade supplemented by college coursework in business or public administration, political studies, communications, or a related field, and/or technical training through the Oregon Association of Municipal Recorders and five (5) years of experience in municipal government, preferably with a City Recorder's Office, including one (1) year of supervisory experience.

Licenses and Certifications

Possession of or ability to obtain designation as a Notary Public in the State of Oregon at time of appointment. Certification as a Certified Municipal Clerk is desirable.

Schedule

The City of Tigard generally has a 4/10 schedule. This position would work Monday through Thursday. The position requires attendance at City Council meetings that take place every Tuesday evening and occasionally for special meetings that may occur on weekends. This position does rotate council meeting coverage with the Deputy City Recorder. The City offers a flexible work environment, including hybrid remote work options consistent with the City's Remote Work Policy and operational needs.
