What we do

Plans, organizes, and manages the activities of the City’s Planning Department. Manages current and long-range planning functions; interprets and administers zoning, subdivision, land use, and development regulations; manages complex development applications and planning projects; and provides the planning direction for the City.

• Manages the planning department to meet the growth and needs of the City.
• Oversees review of applications for subdivisions, site plans, conditional use permits, general plan amendments, zoning amendments, and other development applications to ensure conformity with city ordinances.
• Manages the preparation and presentation of staff reports, projects, and meeting agenda items for the Planning Commission.
• Tracks attendance of planning commissioners at each meeting.
• Responds to questions from the Planning Commission, residents, applicants, and others in attendance.
• Attends public hearings; provides recommendations and advises the Planning Commission on planning matters.
• Manages the preparation of decision letters from the Planning Commission meeting and ensures follow-up as needed.
• Oversees Development Review Committee (DRC) meetings for all planning applications that require a DRC.
• Prepares and oversees the annual budget for the Planning Department and the Planning Commission.
• Accepts applications and reviews plans submitted to the Planning Commission, audits the work of other planners, provides recommendations regarding completeness and accuracy; develops and presents recommendations on approval, denial, or modification of applications.
• Provides insight and information to the public regarding the preparation and filing of applications for zoning changes, building permits, conditional use permits, subdivision applications, and other requests for service.
• Gives planning advice, insight, and recommendations to the heads of various departments, external organizations, and the City Manager.
• Coordinates and may lead certain development activities with the Engineering and Building Departments.
• Interprets and applies planning and zoning regulations to the public.
• Provides insight and expertise on zoning code to applicants and the public.
• Consults with applicants and the public to advise in application submittals.
• Ensures the City is correctly posting legal notices as required by ordinance and the Land Use Development Management Act (LUDMA).
• Represents the City at regional committees and with other government and non-governmental organizations.
• Ensures that the City’s land use code complies with current State and Federal regulations.
• May participate in Planning Commission or City Council field trips and work meetings to explain application requests, staff concerns, ordinance requirements, applicable design and planning principles, and potential constraints.
• Ensures that planning department fees are current and updates the fee schedule as necessary.
• Performs related duties and responsibilities as assigned.

What we need

Education:

• Bachelor’s degree from an accredited institution with major coursework in urban planning or a related field.

Experience:

• Five (5) years of progressively responsible experience in planning.
• One (1) year of management experience.
• Current AICP certification or the ability to obtain one within 6 months of hire.
• A master’s degree in urban planning or a related field may be substituted for two (2) years of experience.

Preferred:

• Experience in local government.

Certifications/Licenses:

• Must be at least 18 years old
• Must possess a valid Utah Driver’s License
• Must be able to pass a pre-employment drug test, background check, physical, and driving record check.
• AICP Certification (American Institute of Certified Planners)
• Knowledge of Utah land use law (LUDMA), zoning principles, and subdivision regulations
• Knowledge of GIS software (e.g., ESRI ArcGIS Pro)
• Strong written and oral communication skills for public presentations and staff reports
• Ability to supervise, mentor, and evaluate professional staff
• Ability to manage multiple complex projects simultaneously under deadline pressure
• Skill in conflict resolution and negotiating with applicants, developers, and the public
• Knowledge of municipal budgeting and administrative processes
• Ability to interpret and apply state and local land use statutes

WORK ENVIRONMENT

• Incumbent of the position performs in a typical office setting with appropriate climate controls and ability to travel to different sites and locations.
• Tasks require a variety of physical activities, not generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting.
• Essential functions generally require communications such as talking, hearing and seeing.
• Rapid work speed required performing keyboard operations.
• Common eye, hand, finger, leg, and foot dexterity exist.
• Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking, and creative problem-solving.
