This position requires significant initiative, a self-starting attitude, and the ability to juggle multiple critical priorities with minimal direction. Beyond traditional clerk duties—such as supporting elected officials, managing agendas, and running local elections—this position takes on vital additional responsibilities, including Human Resources administration and Risk Management coordination.

Beyond traditional clerk duties—such as supporting elected officials, managing agendas, and running local elections—this position takes on vital additional responsibilities, including Human Resources administration and Risk Management coordination.Technology & Digital Management (Critical Requirements) A core component of this role is driving our digital presence and document management. The ideal candidate must be highly comfortable utilizing modern software and digital tools. Critical tech responsibilities include:

  • Digital Document Management: Spearheading the digitization of historic records, utilizing electronic documents and e-signatures, and maintaining highly accurate, organized digital files and retention schedules.
  • Website & Online Presence: Proactively maintaining, updating, and designing content for the City’s website and managing our social media footprint to effectively promote events and community engagement.
  • Software Proficiency: Utilizing Agenda Management software (e.g., Civic Plus Municode), Google Workspace applications, presentations and spreadsheets to streamline city operations.
Core Responsibilities
  • Legislative & Meeting Support: Prepare and post agendas for the City Council, Planning Commission, and other boards. Attend meetings, take official minutes, and ensure strict compliance with the Ralph M. Brown Act.
  • Additional Administrative Duties: Actively manage Human Resource activities (including benefits administration, onboarding, recruitment, and maintaining confidential records) and serve as the central liaison for the City’s Risk Management operations.
  • Proactive Problem Solving: Anticipate needs and relieve managers of administrative matters by independently following up on projects, conducting research, performing data analysis, and drafting correspondence on your own initiative.
  • Public Records & Elections: Manage local elections, authorize the release of public records in compliance with the Public Records Act, and handle sensitive/confidential information with tact and discretion.
  • Public Service: Provide a high level of customer service to the public, handle complaints promptly, and maintain strong, cooperative relationships with staff, officials, vendors, and citizens.
Qualifications & Skills
  • Experience: Three (3) years of increasingly responsible administrative/clerical experience, particularly involving public contact. Experience within a city or governmental agency is highly desirable.
  • Education: High school diploma or equivalent required. AA/AS or BA/BS in Public Policy, Business Administration, or a related field is strongly preferred.
  • Certifications: Possession of, or active pursuit of, a Certified Municipal Clerk (CMC) designation is a strong plus.
  • Work Style: Exceptionally organized, detail-oriented, adaptable, and able to work well under pressure to meet critical deadlines. Must demonstrate sound independent judgment, solid work ethics, and cultural awareness.
  • Other: Must possess a valid California Class C driver's license with a satisfactory driving record. Must pass a background investigation prior to employment.
Working Conditions & Probation
  • Physical Demands: Ability to read fine print/computer screens, operate office equipment and vehicles, converse clearly, and occasionally lift equipment as necessary.
  • Probationary Period: Employees must complete six (6) months of probation at a satisfactory performance level prior to gaining permanent status.
