Job summary

Miami County is seeking a Children Services Administrator to supervise and direct the development, planning, implementation, and monitoring of client service programs. The role leads division supervisors, ensures compliance with laws, and manages contracts and staff performance.

The position requires a bachelor’s degree in a related field and multiple years of supervisory experience in public service. Hours are weekday and exempt from overtime, with a competitive benefits package.

Job description

Classification Purpose

The purpose of the Children Services Administrator is to perform direct and indirect supervisory functions and organize and direct the development, planning, implementation, and monitoring of various client service programs.

Job Duties
  • Supervises and assigns work to Children Services supervisors. Organizes and directs the development, planning and implementation of the various services within the Division’s programs, complying with State, Federal and Local laws and regulations. (30%)
  • Implements procedures for carrying out rules, assists in policy development for Children Services Programs. Reviews cases and ensures compliance with State, Federal, and Local law. Oversees the negotiation of and reviews the financial contracts/memorandum of understanding. Conducts monthly staff meetings with supervisors. Meets regarding disciplinary actions, evaluations, and training of staff. (30%)
  • Performs public relations functions, including the development of resources to inform and educate the public concerning agency services. Presents information to community groups. Represents the agency's State partners and in the community. (30%)
  • Prepares reports, keeps statistics, and prepares business letters. Interviews applicants and makes recommendations for hiring of new employees. Attends seminars, meetings, and trainings. (10%)

Major Worker Characteristics
  • Knowledge of supervisory practices, interviewing, personnel practices, training and development principles, laws, rules and regulations concerning the Children Services program, office practices and procedures, and program planning and development.
  • Skills in written and oral communication, organization, and supervising.
  • Ability to extract information from various sources, work with others, maintain accurate records, supervise others, complete documents, and forms, advise, and provide guidance to others, develop corrective action plans, monitor program cases, and assign work to others.
Minimum Class Qualifications for Employment

Completion of a bachelor’s degree in social work, public administration, management, or a social services-related field, plus two (2) years of experience in a public service agency with knowledge of the Children Services program, policies and procedures, and three (3) years of supervisory experience or an equivalent, of education, training and/or experience.

Supervisory Responsibilities

Directly supervise and manage division supervisors. Includes setting work duties, counseling, and disciplining staff as required. Conduct annual reviews.

Unusual Working Conditions

The administrator has substantial responsibility for the physical safety of children who are suspected of being either abused or neglected. These children are incapable of protecting themselves from this type of treatment. Serious mistakes in terms of failing to remove from homes could conceivably cause death or permanent disability. The position possesses considerable responsibility for the psychological safety of children who are suspected of being either abused or neglected. These children cannot do little to prevent harm from occurring. Failure to promptly remove an endangered child would potentially cause extreme psychological distress or emotional problems requiring long-term treatment and/or hospitalization of a short duration. Additionally, the position involves very limited probability of any injury. The incumbent may occasionally interact with angry or hostile clients.

Hours

Monday – Friday, 8a – 5p (Hours may vary due to the needs of the agency outside of normal working hours)
