Qualifications

• Two years of journey-level administrative and analytical experience in a human services or related agency.
• Knowledge of contract development, negotiation and monitoring.
• Strong written and oral communication skills.

Responsibilities

• Develop grants and contracts with the State and other funding sources, including negotiation of items in the agreement and budget preparation.
• Draft requests for proposals, evaluate proposals and negotiate contracts.
• Provide technical programmatic and fiscal assistance to staff and subcontractors, including policies, procedures, and staff training.
• Monitor and evaluate subcontractor performance, including budget analysis and field monitoring.
• Develop and implement marketing and funding strategies and policies and procedures for assigned programs; develop and monitor budgets.
• Represent assigned programs at meetings and conferences and serve as liaison with the state and other organizations.
