Job summary

South Carolina Department of Social Services seeks a Regional Case Manager in Richland County to supervise and prepare child support cases for Family Court, perform court-related duties, and follow up on interstate matters. You will safeguard PII and coordinate with court and sheriff personnel, using PACSS, TEAMS and OnBase.

Qualifications

  • High School Diploma with 4 years of clerical/administrative experience, including 2 years in Child Support Services.
  • Associate Degree with 2 years of experience in Child Support Services.
  • Bachelor's Degree or higher may substitute for required work experience.

Responsibilities

  • Supervise and prepare child support cases for Family Court; perform court activities and follow up on cases, including parent locate and interstate cases.
  • Prepare cases for court; notarize pleadings, schedule hearings, file papers with Clerk of Court; use PACSS, Word, Outlook, and TEAMS; liaise with Court and Sheriff's offices.
  • Maintain caseload records and documents electronically for auditing and policy compliance.
  • Ensure proper handling of PII; safeguard agency networks and data.
  • Communicate with other units to access case data in PACSS/OnBase and financial information for distributions.
  • Assist attorneys in court; negotiate support amounts and complete orders and related forms.
  • Coordinate intergovernmental genetic tests and conduct interviews with custodial parents for paternity and intergovernmental cases.
  • Coordinate with Clerks of Court enforcement of support obligations and perform locate activities.
  • Perform Red Cross shelter duty or other emergency shelter duties as needed.
  • Assist Regional Director and Case Worker III with policy implementation and office operations.
  • Serve as resource for entry-level Human Services Specialists.

Job Duties:
  • The Child Support Services Regional Case Manager is responsible for supervising and preparation of child support cases for Family Court; performance of activities in Court; the follow-up on these cases, including parent locate and processing of interstate cases; and is responsible for providing general child Support enforcement services to clients as required or needed.
  • Prepares cases for court; verifies and notarizes pleadings, schedules hearings, files papers with the Clerk of Court, and utilizes DSS Palmetto Automated Child Support System (PACSS), Word, Outlook, and TEAMS. Liaison with Court personnel and with Sheriff's personnel responsible for service of process of legal documents.
  • Maintains control of assigned caseload; handles correspondence and telephone inquiries relating to child support services. Processes and monitors intergovernmental cases. Keep other states advised of all activities; responsible for identifying and making recommendations on problems with the child support system and participating in the solutions. Examples of possible areas would be service of process and scheduling of cases. Maintains case records, case narrative establish and maintain documents on laptop computer electronically (into agency designated system) for documentation and auditing purposes as required by agency policy in a timely manner.
  • Ensures personal identifying information (PII) is properly used, accessed, gathered, shared and disposed; protects the agency networks and applications by safeguarding systems, equipment and data.
  • Communicates with other units within the Child Support Services Division and other components within the Department of Social Services: access case data in PACSS and OnBase, as well as financial information to ensure distribution of collections. Interprets child support services programs to clients, general public and to the community as needed.
  • Provides services in accordance to agency policy and procedure. Assists attorneys in court; negotiate support amounts, complete form orders- support orders, genetic test agreements, continuances, contempts, and special orders.
  • Coordinates intergovernmental genetic tests, including scheduling and follow-up. Conducts interviews with custodial parents for paternity cases, intergovernmental support cases, and other cases as necessary.
  • Coordinates with the Clerks of Court the enforcement of support obligations. Performs locate activities as required.
  • Performs Red Cross Shelter Duty or other emergency shelter duty/services as requested. Performs related duties as required.
  • Assists Regional Director and Case Worker III in administering the operations of the respective office. This involves help with policy and procedure implementation.
  • Acts as resource for entry-level Human Services Specialists.

A High School Diploma and four (4) years of experience in clerical, administrative, social work, correctional, business administration, or general business, to include two (2) years of experience with Child Support Services.

An Associate Degree and two (2) years of experience with Child Support Services.

A Bachelor's Degree or higher may be substituted for the required work experience.
