Job summary

Health & Human Services Commission (HHSC) in Texas seeks an Unregulated Operations Investigator IV to conduct highly complex investigations of unregulated child care facilities. Responsibilities include interviewing caregivers, parents and others, performing surveillance, and thoroughly documenting findings to assess risk and regulate accordingly.

This full‑time telework role requires extensive field travel (up to 75%) and collaboration with legal, compliance and outreach teams.

Qualifications

• Graduation from an accredited four-year college or university with a degree in Human Development, Early Childhood Development, Social Services, Education, Criminal Justice, Psychology, Public Health, Family Studies or related field.
• Experience evaluating and analyzing risk to children, preferred.
• Experience coordinating community engagement activities, preferred.

Responsibilities

• Initiates investigations of unregulated operations based on risk identified in intake.
• Conducts complex investigations including interviews and documentation to support findings.
• Evaluates exemption requests and determines regulatory applicability.
• Leads community engagement and outreach to educate about regulations and benefits of regulated care.
• Gathers evidence and coordinates with legal for enforcement actions.
