Job summary

Teachers Retirement Association (TRA) seeks a Chief Strategy Officer to drive administrative strategic planning, legislative priorities, and business continuity. The CSO will oversee data retention, performance measurement, and enterprise-wide projects across TRA’s divisions.

The role requires strong ethics, advanced stakeholder engagement, and the ability to translate complex policy into actionable plans for executive leadership. In-person work in Saint Paul, with up to 30% travel.

Qualifications

• Five (5) years of progressive work experience in strategic planning initiatives that focus on legislative affairs, stakeholder outreach, data governance, and/or records management.
• Bachelor’s degree can substitute for one year of experience.
• One (1) year of experience managing or supervising multiple teams simultaneously.
• Ability to develop an understanding of state and federal financial and retirement laws and regulations.
• Strong data research, analytical, and interpretation skills to evaluate program effectiveness.
• Proven project and risk management experience; lead multiple projects.
• Excellent written, oral, and presentation skills for diverse audiences.
• Strong interpersonal skills and ethical, inclusive leadership.
• Experience with budget management and financial oversight.
• Proficiency in Microsoft Office and related tools.

Responsibilities

• Lead administrative strategic planning and legislative agenda efforts.
• Oversee business continuity, process improvement, and data retention initiatives.
• Manage TRA-wide performance measures and enterprise-wide projects.
• Support creation and measurement of TRA data practices policies.
• Collaborate with TRA Board of Trustees and Executive Management to communicate complex concepts.
