Job summary

The Chief Program Officer (CPO) of the Maryland Department of Health's Developmental Disabilities Administration serves as a senior member of the executive leadership team, reporting to the Deputy Secretary.

The CPO provides strategic oversight of the Community Pathways waiver program and State-funded services, ensuring person-centered, compliant, and fiscally sustainable operations for individuals with intellectual and developmental disabilities.

Key qualifications:

• Bachelor's degree from an accredited college or university
• At least ten years of progressively responsible leadership experience in human services, intellectual and developmental disabilities, Medicaid, or health care organizations
• Extensive knowledge of Home and Community-Based Services (HCBS), Medicaid waiver programs, and developmental disabilities policy
• Demonstrated expertise in federal and State regulations, strategic planning, and fiscal and grants management
• Proven ability to lead organizational change, manage multidisciplinary teams, and drive operational excellence
• Strong leadership, communication, and consensus-building skills with commitment to equity and person-centered services
