Job summary

The Sr. Vice President of Procurement Services at DART provides organizational leadership for procurement programs, materials management, and vendor management.

The role sets strategy, governance, and performance expectations to ensure compliant, transparent, and sound acquisition outcomes aligned with agency priorities. Leading an enterprise-wide procurement function, you will drive supplier inclusion, modernize processes, and manage budgets and talent.

Qualifications

• Bachelor’s degree in business administration, Public Administration, or related field; master’s degree preferred.
• Eight (8) years of procurement, contracting, or supply management experience.
• Five years managing and leading professional teams.
• Executive command of public-sector procurement, contract administration, and supplier diversity.
• Ability to translate agency strategy into measurable outcomes.
• CPPO designation preferred; CPCM/CPM or comparable certifications may be accepted.

Responsibilities

• Set enterprise procurement strategy and lead contracting, purchasing, materials management, and supplier diversity.
• Ensure contracts are sourced competitively, cost-effective, and compliant with laws and policies.
• Establish rules, procedures, and metrics for accountability and risk management.
• Keep executives and the Board informed about purchasing plans and major contracts.
• Develop departmental budgets, workforce plans, and operating priorities.
• Build a high-performing procurement team through development and succession planning.
• Advance supplier inclusion and vendor performance to support agency mission.
• Modernize procurement through analytics, technology, and process improvement.
