Compensation: $120,000 – $150,000 base salary + Performance Bonus + Equity Options (negotiable based on experience)

Pen Pioneer is a fast-scaling, veteran-owned staffing and recruiting firm specializing in permanent placement, temp staffing, executive search, and subscription-based hiring solutions. We serve industries ranging from construction, legal, healthcare, manufacturing, IT, and professional services. As we continue to scale nationally, we're seeking a strategic, hands-on Chief Operating Officer to help lead operational growth, drive performance, and build scalable systems to support our expansion.
Position Summary:
The COO will serve as a key member of the executive leadership team, working directly with the Founder & CEO to oversee daily operations, drive profitability, manage cross-functional teams, and ensure flawless execution of recruiting and client delivery services. The COO will develop and refine operational systems, oversee recruiting and sales team performance, manage financial metrics, and ensure sustainable growth while maintaining our high-quality service standards.
Key Responsibilities:
Operational Leadership
- Oversee day-to-day company operations across sales, recruiting, client services, and administration.
- Build and refine internal processes, SOPs, and technology platforms to drive scalability.
- Establish KPIs and performance standards for recruiting, sales, and support teams.
Revenue Growth & Profitability
- Partner with CEO on financial planning, forecasting, and profitability targets.
- Optimize labor models, client pricing, and recruiting capacity utilization.
- Identify operational risks and opportunities to maximize margin and revenue growth.
Sales & Client Delivery Support
- Work closely with sales leadership to ensure smooth client onboarding and service execution.
- Manage recruiting department performance, ensuring high-quality candidate delivery.
- Assist with strategic client relationships and enterprise account development.
- Recruit, develop, and manage leadership talent across recruiting managers, sales managers, and support staff.
- Foster a performance-driven, collaborative, and accountable culture.
- Mentor department heads to improve operational execution at all levels.
- Oversee CRM, ATS, and software platform optimization to improve efficiency and reporting.
- Drive automation and systemization of workflows where appropriate.
Qualifications:
- 8+ years of operational leadership experience, preferably in staffing, recruiting, RPO, or professional services.
- Proven success scaling a service-based business in high-growth phases.
- Strong financial acumen with experience managing P&L, budgeting, and profitability metrics.
- Deep understanding of recruiting lifecycle, sales processes, and client service delivery.
- Exceptional leadership, communication, and team development skills.
- Tech-savvy with experience implementing systems (CRM, ATS, automation tools).
- Veteran status or experience working with veteran-focused businesses is a plus.
- Base Salary: $120,000 – $150,000 annually (DOE)
- Annual Performance Bonus tied to company revenue and EBITDA targets
