Job summary

Qualifications

• Advanced university degree in business/public administration, finance, accounting, law, or related field.
• Ten years of progressive international development experience in partnerships and resource mobilization.
• Field experience in development cooperation; UN system experience desirable.
• Experience with digital tools for partnerships and managing large multicultural teams.
• Knowledge of UN rules and regulations.

Job description

Organizational context: The Development Coordination Office (DCO) within the UN Secretariat manages the Resident Coordinator System (RCS), supporting the acceleration of the 2030 Agenda. This role is situated in the Strategic Partnerships and Engagement Division in New York, reporting to the Director. The position collaborates closely with senior leadership and other divisions to advance the UN 2.0 agenda.

Job purpose: This role leads the Partnerships and Resource Mobilization Section, driving DCO's strategy for innovative partnerships to support the 2030 Agenda acceleration by Resident Coordinators and UN Country Teams. It involves advising the UN Sustainable Development Group on partnerships, liaising with regional offices, and fostering cross-team collaboration. The position also focuses on building an innovation pipeline with diverse partners, leveraging UN 2.0 approaches for enhanced partnership intelligence and performance monitoring, and ensuring gender mainstreaming in all partnership activities. Additionally, it is responsible for ensuring the RCS has a strong financial footing through strategic donor engagement, innovative financing modalities, and robust tracking systems.

Responsibilities: The Chief of Section is responsible for leading the Partnerships and Resource Mobilization Section, focusing on developing and implementing innovative partnerships to support the 2030 Agenda. This includes advising the UN Sustainable Development Group, liaising with regional offices, and collaborating with internal divisions to create an innovation pipeline with various partners. The role involves utilizing UN 2.0 approaches for partnership intelligence and performance monitoring, and ensuring gender mainstreaming. A key responsibility is ensuring the financial stability of the Resident Coordinator System (RCS) by forging and maintaining donor partnerships, developing innovative financing, and establishing robust tracking systems. The position also involves quality assurance for reports to intergovernmental bodies, leading engagement with donor coordination mechanisms, analyzing funding trends, and supporting global and country-level implementation of funding compacts.

Education: An advanced university degree (Master's or equivalent) in business/public administration, finance, accounting, law, or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted.

Work experience: A minimum of ten years of progressive experience in international development, managing partnerships and resource mobilization is required. Field experience in development cooperation is also required. Experience with digital tools for partnerships, managing large multicultural teams, policy formulation, and within the UN system or comparable organizations is desirable.
