GENERAL STATEMENT OF DUTIES:Within the Department of Transportation, responsible for planning, organizing, directing, coordinating, and evaluating staff engaged in statewide highway maintenance programs. Develops and implements operations and processes for assigned programs and districts, managing property, fleet, communications, emergency responses, work zone safety, staff, budget, and public safety.
SUPERVISION RECEIVED:Works under the supervision of the State Highway Maintenance Operations Engineer with considerable independence; reviewed through reports and conferences.
SUPERVISION EXERCISED:Plans, directs, and evaluates staff involved in highway maintenance operations, including roadway maintenance, emergency response, and program development.
Responsibilities include:- Managing maintenance activities such as road patching, drainage, snow removal, and surface treatments.
- Overseeing permit processes and emergency operations.
- Communicating with officials and the public, preparing reports, and participating in meetings.
- Managing staff, equipment, and inventories.
- Developing and reviewing maintenance plans and budgets.
- Handling emergency situations affecting public safety.
KNOWLEDGE, SKILLS, AND CAPACITIES: In-depth knowledge of highway maintenance principles, materials, and equipment; ability to inspect and evaluate roads; understanding of engineering and safety standards; effective communication skills; capacity to plan and supervise staff; and ability to work under adverse conditions.
EDUCATION AND EXPERIENCE:Bachelor's degree in Civil Engineering, Transportation Systems Management, or Business Administration, with advanced coursework; substantial supervisory experience in highway maintenance; or equivalent combination of education and experience.
**Special Requirements:** Valid Motor Vehicle Operator's License and ongoing licensure; preferred five years supervisory experience in highway construction or maintenance, overseeing electrical and traffic systems.
