Job description

CHIEF OF HIGHWAY MAINTENANCE FIELD OPERATIONS (DOT)

Within the Department of Transportation, responsible for planning, organizing, directing, coordinating, and evaluating staff engaged in statewide highway maintenance programs. Develops and implements operational processes for assigned programs and districts. Manages property and fleet, communications, emergency responses, safety, staff, budget, and public safety. Performs related work as required.

Supervision Received: Works under the supervision of the State Highway Maintenance Operations Engineer with wide latitude for independent judgment. Work is reviewed through reports and conferences for compliance with policies, laws, and regulations.

Supervision Exercised: Plans, organizes, directs, coordinates, and evaluates subordinate staff engaged in highway maintenance operations.

Responsibilities include:

  • Planning and overseeing highway maintenance activities such as road repair, drainage, snow removal, and safety features.
  • Inspecting roads and coordinating repairs and maintenance.
  • Developing maintenance programs and responding to emergencies.
  • Managing permits, emergency response, and liaising with officials and agencies.
  • Preparing reports, overseeing procurement, and managing staff and equipment.
  • Participating in meetings and developing maintenance plans.
  • Handling emergency situations and maintaining records.

Required Qualifications:

  • Thorough knowledge of highway maintenance principles, practices, and materials.
  • Knowledge of engineering principles, safety, and operational needs.
  • Ability to read plans, evaluate conditions, and supervise staff.
  • Effective communication skills and ability to work under adverse conditions.

Education and Experience:

  • Bachelor's Degree in Civil Engineering, Transportation Systems Management, or Business Administration.
  • Significant experience in a supervisory role managing highway or bridge maintenance programs.

Special Requirements: Valid Motor Vehicle Operator's License and ongoing licensure.

Additional Information: Preferably at least five years of supervisory experience in highway construction/maintenance, overseeing electrical and traffic systems.
