Overview

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets. It supports the larger goals of economic and social vitality for NYC residents, workers, and businesses. Responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, markings, and ensuring safety for all road users.

The Office of Livable Streets (OLS) focuses on strategic planning, community engagement, research, policy, design, implementation, and long-term management to create livable streets that promote safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality. They also work to enhance NYC's pedestrian, bicycle, and micro-mobility networks, emphasizing Priority Investment Areas, mode shift, and reimagining streets. The office develops innovative programs, design typologies, project delivery, and analysis tools to meet the evolving needs of NYC's population.

Bicycle Unit and Role

The Bicycle Unit manages the nation's largest network of on-street bicycle facilities (over 1,000 miles), focusing on street safety and increasing bike ridership. The Chief of Bikes and Micro-mobility will collaborate closely with the Office of Livable Streets to develop, implement, and maintain NYC's bicycle and greenway networks, emphasizing safety, mode shift, education, and micro-mobility growth. The role involves innovative design, policy development, inter-agency collaboration, outreach, and education to promote cycling and micro-mobility, ensuring alignment with city and agency objectives.

Key Responsibilities
  1. Develop and implement long-term vision and policies for NYC's bicycle and greenway networks.
  2. Coordinate efforts across TPM and DOT divisions for policy, planning, outreach, and implementation.
  3. Lead efforts in non-DOT bike network planning and construction, and guide intra-agency micromobility policies.
  4. Engage with stakeholders at local, national, and global levels, advocating for DOT initiatives.
  5. Foster a positive work environment and support staff development.
  6. Manage procurement, contracts, grants, and administrative tasks in collaboration with the OLS Admin team.
Qualifications
  • Must be serving permanently in the Administrative City Planner Title, reachable on the Civil Service List, Exam # 8058, or eligible under the 55A program.
  • Baccalaureate degree from an accredited college plus four years of city planning experience, including 18 months in a managerial role, or equivalent education/experience.
  • Graduate work or law degree may substitute for experience as specified.
Preferred Skills
  • Over six years managing program managers and multiple construction projects exceeding $10 million each.
  • Knowledge of NYC regulations, strong supervisory skills, construction and municipal experience, design experience related to bike infrastructure, and understanding of NYC street infrastructure.
  • Excellent communication skills and proficiency in Microsoft Office.
Additional Details
  • This position may be eligible for remote work up to 2 days per week under the City’s Remote Work Pilot Program.
  • Salary ranges from $58,682 to $159,671.
  • Work location: 55 Water St, NY, NY 10041.
  • Hours: 35 hours/week, 9 am - 5 pm.
