Job description

The NYC Department of Design and Construction, Division of Technology and Innovation (T&I) seeks a Chief Information Officer. The Chief Information Officer will be responsible for overall management of staff and resources within the T&I Division.

Reporting to the Commissioner, with the widest latitude for independent initiative, judgment, and decision-making, exercises policy and administrative responsibility for the planning and design of department wide computerized information systems; consults with the Executive Office in the planning and determination of priorities for all information systems development activities for the NYC Department of Design and Construction.

The CIO will leverage the power of technology to improve service delivery, drive innovation, automate business processes, and reduce operating costs. Responsible for agency technology infrastructure daily management and maintenance; the development and implementation of major enterprise applications; establishing and overseeing technology policies and standards for the Agency; providing technology services and support for the business units within the agency; and the development of technology solutions to improve services for the agency and its customers.

The CIO will be responsible for the agency’s cyber-security efforts and reduce risks to agency security. The CIO will establish and maintain technology standards for the agency in conjunction with the NYC Office of Technology and Innovation (OTI), the technology oversight agency for New York City. Specific areas of responsibility include, but are not limited to:

  • Collaborating with the Commissioner and agency leadership to develop and implement a strategic vision to support the agency’s mission and operational needs.
  • Overseeing the development of agency-wide information technology standards, governance processes, and performance metrics to ensure T&I’s focus and deliverables are consistent with the agency’s priorities.
  • Developing and implementing the processes for all annual and multi-year T&I planning, programming, and budgeting decisions. Evaluating overall operations of computing and T&I functions and recommending enhancements.
  • Interacting with the agency’s senior leadership on operations impacted by the capture, storage, processing, and dissemination of information.
  • In collaboration with agency’s leadership as appropriate, overseeing the technical, financial and security evaluation of, and recommending, both in-house and vendor-developed solutions. Overseeing the development and implementation of in-house systems.
  • Ensuring the maintenance and continued operation of existing and future T&I systems, equipment, and infrastructure.
  • Building and maintaining professional contacts with other City and State agencies, external research entities, Information Technology vendors, and professional organizations.
  • Ensuring the security of the information systems, communication lines, and equipment.
  • Developing, reviewing, and certifying back up and disaster recovery procedures and plans.

The CIO will manage all T&I units within the agency, which provide essential support and applications to advance the Agency’s policy agenda as well as its legally mandated activities. The CIO will be responsible for the entirety of the agency’s technology projects, programs, databases, and initiatives in the following units:

  • Network Security and Infrastructure
  • Service Delivery
  • Application Development

Minimum Qualifications

Bachelor’s degree from an accredited college, and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel, or activities related to the duties of the position; or

A combination of education and / or experience equivalent to “1” above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative, or supervisory experience as stated in “1” above.

Preferred Skills

  • Ten or more years of overall experience in information technology including five or more years of executive or managerial experience.
  • Successful experience in managing a multifaceted information technology operation.
  • Strong interpersonal and leadership skills, motivation, decisiveness, flexibility and sound business judgment.
  • Advanced written and oral communication skills ability to communicate clearly and persuasively.
  • Experience in systems analysis, data administration, software engineering, network design or computer programming, including supervisory experience.
  • Knowledge of and experience with LAN technologies.
  • Knowledge of computer operations and telecommunications networks and data processing hardware and software functions, capabilities and interrelationships.
  • Knowledge of City / Agency standards and procedures and security and control methods and systems.
  • Effective planning and problem-solving abilities strong technical expertise.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
