Description

State of Idaho

Office of the State Board of Education

This position may be filled prior to the closing date on the job posting. Applicants are encouraged to apply as soon as possible to be considered.

STATE OF IDAHO EMPLOYEES: If you are a current or temporary State of Idaho employee you MUST apply through Luma Opportunities. Applying through the State of Idaho's external career website will cause duplicate profiles and will slow the processing of your application for a new position.

About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the "general supervision of the state educational institutions and public school system." State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board's policies, programs, and initiatives.

Summary:

The Chief Information Officer (CIO) provides executive leadership for the Office of the State Board of Education’s Education Data and Information Technology (EDIT) function. The CIO establishes strategic direction, oversees technology and data services, and ensures that information systems, infrastructure, applications, data, cybersecurity, and user support effectively advance the mission of the Board and the Office.

The CIO leads a multidisciplinary team supporting enterprise technology and education data functions across the Office, including data governance and analytics, education data systems, application development, infrastructure and end-user support, information security, longitudinal data services, broadband and related programs, and technology project delivery. The position works across the Idaho education system and with state agencies, public education institutions, school districts, charter schools, vendors, and other partners.

The CIO is responsible for technology strategy, operational performance, fiscal stewardship, risk management, data privacy and security, continuity and disaster recovery, major initiatives, vendor and contract oversight, and effective service delivery. The position provides executive-level advice on technology and data matters and represents the Office in statewide and external forums. The CIO is a strategic leader and people manager who provides direction and accountability rather than routinely performing hands‑on technical work.

Responsibilities:

  • Develops and implements a strategic technology and data direction aligned with the mission, priorities, policies, and responsibilities of the State Board of Education and the Office.
  • Provides leadership and accountability for EDIT operations, including data governance, education data systems, application development, infrastructure, end-user support, information security, analytics, broadband-related technology programs, and technology project delivery.
  • Establishes and maintains appropriate technology, data, security, privacy, service, and operational policies, standards, procedures, and performance measures.
  • Advises executive leadership and Board staff on technology strategy, emerging technologies, enterprise architecture, data management, cybersecurity, privacy, risk, and major technology investments.
  • Oversees the planning, development, implementation, integration, maintenance, and retirement of information systems and applications that support education programs and services.
  • Provides leadership for statewide education data services and systems, including data governance, data quality, reporting, longitudinal data, analytics, and appropriate data access and use.
  • Ensures technology and data services are designed and operated to support the needs of the Office and its education‑system partners, including school districts, charter schools, public postsecondary institutions, and other authorized users.
  • Directs cybersecurity, information security, privacy, business continuity, disaster recovery, and technology risk‑management activities and promotes appropriate protection of information assets.
  • Oversees enterprise infrastructure, networks, end‑user technology, service desk functions, and related operational services to ensure reliable, secure, and responsive support.
  • Provides executive oversight of major technology projects, including scope, priorities, resources, schedules, risks, stakeholder engagement, contracts, budgets, and outcomes.
  • Develops and manages the EDIT budget and recommends investments in personnel, technology, services, infrastructure, training, and other resources.
  • Leads recruitment, development, performance management, succession planning, and organizational effectiveness for technology and data staff; delegates authority appropriately and establishes clear accountability.
  • Oversees procurement, contracting, vendor management, and service agreements for technology, data, telecommunications, and related services in coordination with appropriate Office staff and state requirements.
  • Represents the Office in statewide technology and data governance bodies, interagency workgroups, professional organizations, and other forums as appropriate.
  • Builds effective working relationships with education‑system leaders, state agencies, institutions, districts, vendors, and other stakeholders to identify needs, resolve issues, and advance shared technology and data priorities.
  • Promotes sound data governance and responsible use of education information, including compliance with applicable federal and state privacy, security, records, and information‑management requirements.
  • Monitors industry and government technology trends and recommends practical, sustainable improvements to services, systems, and organizational capabilities.
  • Performs other related duties as assigned.

Supervisory Responsibilities:

  • Directs and manages the operations, performance, and professional development of nine (9) direct reports and eighteen (18) indirect staff members.
  • Provides leadership, coaching, and performance oversight to ensure staff effectiveness, accountability, and alignment with organizational priorities.
  • Cultivates a culture of collaboration, excellence, and continuous improvement while promoting employee engagement.

  • Substantial progressively responsible experience leading information technology, data, or digital services, including experience managing professional staff and complex organizational priorities.
  • Demonstrated experience developing and executing technology strategies, policies, operating plans, and budgets.
  • Demonstrated knowledge of enterprise technology, applications, data management, infrastructure, cybersecurity, information privacy, and technology operations.
  • Experience leading significant technology projects or programs involving multiple stakeholders, competing priorities, and organizational or statewide impact.
  • Experience communicating complex technology and data issues clearly to executive leaders, governing bodies, technical staff, and non-technical stakeholders.
  • Demonstrated ability to build collaborative relationships, lead organizational change, manage risk, and deliver reliable customer-focused services.

Preferred Qualifications:

  • Bachelor’s degree in information technology, computer science, information systems, data management, business administration, public administration, or a related field.
  • Experience leading a multi-functional technology and data organization serving multiple agencies, institutions, districts, or other distributed stakeholders.
  • Experience with statewide or education-sector data systems, longitudinal data systems, data governance, analytics, reporting, or related services.
  • Experience working in a public-sector environment with state budgeting, procurement, contracting, policy, legislative, or regulatory processes.
