Job summary

The City of Memphis seeks a senior leader to plan, develop, and direct housing and community development initiatives in collaboration with state, federal, and local partners. You will oversee grant administration for CDBG, HOME, ESG, and HOPWA programs, guiding policy and capital allocation to support the Mayor’s housing goals.

Lead a cross-functional team, build partnerships with CDFIs and nonprofits, and ensure timely reporting and compliance across programs and contracts.

Qualifications

• Bachelor’s degree in Business Administration, Economics, Public Administration or a related field.
• Ten years of progressively responsible experience in community development, grants administration, and economic development.
• Management experience with federal compliance regulations and grant requirements preferred.
• Experience working with faith-based and nonprofit organizations is preferred.

Responsibilities

• Plans, develops, and directs the City’s housing and community development initiatives in coordination with State and Federal agencies, local partners, and community leaders.
• Leads the execution of the 10,000 Homes initiative by building a cooperative development pipeline leveraging private, nonprofit, philanthropic, and City-owned resources.
• Manages staff and ensures compliance with CDBG, HOME, ESG, and HOPWA grant programs with multi-million-dollar annual investments.
• Advises on housing policy, regulatory compliance, and strategic capital allocation; represents the City in council hearings and partner convenings.
