Job summary

The Arc Prince George’s County in Largo/Upper Marlboro, Maryland, seeks an experienced Chief Financial Officer to provide strategic and hands-on financial leadership for a $54 million budget and 8-member finance team.

Reporting to the CEO, the CFO will oversee Medicaid/DDA funding, revenue cycle, grants, and key systems like Sage Intacct, Stampli, and Paycom, while ensuring regulatory compliance and sustainable funding.

Qualifications

• Bachelor’s degree in business administration or related field.
• Minimum 10 years of progressively responsible accounting and financial management experience.
• MBA, CPA, CMA or MBA/MPA preferred.
• Experience with DDA and Medicaid funding, housing-related funds, GAAP, budgeting, forecasting, audits, compliance, financial modeling and systems implementation.

Responsibilities

• Oversee financial planning, budgeting, forecasting, reporting, and treasury management.
• Lead audits, regulatory compliance, and grant accounting for federal, state, and county funding.
• Manage the finance and billing teams; oversee IT and key financial systems.

Founded in 1952 by a dedicated group of parents, The Arc Prince George’s County has been a cornerstone of support for people with intellectual and developmental disabilities (IDD) and their families for over 70 years. Located in Largo/Upper Marlboro, Maryland, The Arc is the largest developmental disability service provider in Prince George’s County, serving more than 5,000 individuals and family members annually. The organization protects human rights, promotes full community inclusion, and delivers lifelong support across the lifespan.

The Arc operates a multi-faceted service delivery model with an annual operating budget of $54 million. The organization maintains high service quality and has earned CARF’s highest internationally recognized accreditation. Comprehensive program offerings include Residential Services (managing over 30 residential properties), Meaningful Day Services, Employment Programs (including Project SEARCH), Community Personal Supports, Children & Youth Services (Autism Waiver, Infants & Toddlers, and SAMHSA-funded Project LIVE), and specialized Transportation (Wheels to Wellness).

The Arc Prince George’s County seeks an experienced, strategic, and hands‑on executive leader to serve as Chief Financial Officer. Reporting to the CEO and collaborating closely with the executive leadership team and Board, the CFO provides overall fiscal stewardship, executive oversight, and rigorous financial leadership to ensure long‑term sustainability, regulatory compliance, and mission execution.

This is a true ‘working CFO’ position that bridges high‑level financial strategy with direct, hands‑on operations. The CFO leads an 8-member finance team while also managing their own work projects and overseeing the organization’s very complex and challenging funding structures. More than 85% of The Arc’s annual revenue comes from federal and state funding via a third‑party operator. This requires significant knowledge of the funding rules and mechanisms associated with IDD care and services. The CFO also oversees the IT Department and manages one IT professional.

The Chief Financial Officer will lead financial planning, budgeting, forecasting, reporting, treasury management, audits, and overall fiscal compliance for the organization. The role will oversee Medicaid and DDA billing, reimbursement strategies, revenue cycle management, and grant accounting for federal, state, and county funding. The CFO will supervise the finance and billing teams, manage the IT function, and oversee key financial systems including Sage Intacct, Stampli, Paycom, and representative payee platforms. The position will also ensure compliance across the organization’s debt portfolio, including tax‑exempt revenue bonds, residential mortgages, and equipment and vehicle leases.

The ideal candidate will have a bachelor’s degree in business administration or a related field and at least 10 years of progressively responsible accounting and financial management experience; an MBA, MPA, CPA, or CMA is highly preferred. Required experience includes DDA and Medicaid funding, housing‑related funds, GAAP, budgeting, forecasting, financial reporting, audits, compliance, financial modeling, and systems evaluation and implementation. The successful candidate will be a hands‑on, ethical, detail‑oriented, and solution‑oriented leader who can work independently, manage multiple priorities, and remain adaptable under pressure. Strong communication, relationship‑building, organizational, and interpersonal skills are essential, along with the ability to translate complex financial information for non‑financial audiences and balance strategic leadership with hands‑on financial management.

The position offers an annual salary of $200,000–$215,000, based on education and experience, plus the opportunity for a discretionary annual bonus of up to 20% of salary tied to strategic and financial performance goals. Benefits include medical, dental and vision insurance, FSA, a 403(b) with a 2% employer match, paid leave and holidays, a hybrid schedule of three days in the office and two days remote, and negotiable relocation assistance of up to $20,000.
