Job description

The Chief Financial Officer (CFO) directs the bank's financial goals, policies, and practices. Reporting directly to the Chief Executive Officer (CEO) and the Board of Directors, the CFO ensures the bank’s financial health, manages liquidity, and oversees all regulatory reporting. In a community bank, this is a hands-on, strategic role that blends financial oversight with community-focused leadership.

Key Responsibilities
Financial Reporting and Accounting
  • Manage the monthly, quarterly, and annual financial close process.
  • Prepare accurate financial statements and reports for the Board of Directors, executive team, and regulators.
  • Oversee accounts payable, payroll, and general ledger reconciliation.
  • Ensure all accounting practices follow GAAP (Generally Accepted Accounting Principles).
Asset and Liability Management (ALM)
  • Chair or co-chair ALCO (Asset and Liability Committee) to manage bank's balance sheet, interest rate risk, and liquidity.
  • Monitor net interest margin, optimize deposit pricing, and manage investment portfolios.
  • Develop strategies to protect the bank against interest rate fluctuations and market changes.
Regulatory Compliance and Risk
  • Oversee the preparation and timely filing of regulatory reports (e.g., Call Reports, FR Y-9C).
  • Serve as primary liaison for internal and external auditors, as well as state and federal examiners (FDIC, State Banking Departments).
  • Ensure strict compliance with banking laws, regulations, and internal controls.
Budgeting and Strategic Planning
  • Lead the annual budgeting process and ongoing financial forecasting.
  • Analyze the bank’s financial strengths and weaknesses, proposing corrective actions where necessary.
  • Partner with the executive team on long-term growth plans, branch expansions, or new product offerings.
  • Manage, mentor, and evaluate the accounting and finance team.
  • Collaborate with other departments (Lending, Operations, IT) to support overall bank performance.
Qualifications and Skills - Education and Experience
  • Bachelor’s degree in Finance, Accounting, Economics, or a related field.
  • Master’s degree CPA certification MBA and CFA certifications preferred.
  • 10+ years of progressive financial experience in the banking industry, with at least 5 years in a senior leadership role.
Core Competencies
  • Deep understanding of community banking operations, loan products, and deposit operations.
  • Strong knowledge of bank regulatory requirements and call reporting.
  • Advanced analytical and problem-solving skills.
  • Excellent communication skills to present complex financial data to non-financial board members.
  • High ethical standards and strict adherence to confidentiality.
Key Performance Indicators (KPIs)

For a community bank, a CFO’s Key Performance Indicators (KPIs) center on profitability, efficiency, asset quality, and liquidity. Because community banks rely heavily on lending and local deposits, a CFO must closely track how well the bank balances risk against growth. Here are the most important KPIs to track:

Profitability and Margins
  • Net Interest Margin (NIM): The difference between the interest a bank earns on loans and the interest it pays to depositors, divided by total earning assets. This is the primary driver of a bank's core earnings.
  • Return on Assets (ROA): Net income divided by total assets. This measures how effectively the CFO is using the bank’s resources to generate profit.
  • Return on Equity (ROE): Net income divided by total shareholders’ equity. This tells investors how much profit is generated from the money they have invested.
  • Yield on Earning Assets: The average return the bank receives on its loans and investment securities
Efficiency and Expense Management
  • Efficiency Ratio: Non-interest expenses divided by total revenue. It shows how much it costs to generate a dollar of revenue. For community banks, a lower ratio means better performance.
  • Cost of Funds: The interest paid to borrow money (from depositors or other banks) divided by total liabilities.
  • Non-Interest Income to Total Revenue: The percentage of revenue coming from fees (like checking fees and wealth management) rather than interest.
Liquidity and Funding
  • Loan-to-Deposit (LTD) Ratio: Total loans divided by total deposits. This measures if the bank is lending out too much of its deposit base.
  • Cost of Total Deposits: The total interest paid on deposits divided by the total amount of deposits.
  • Liquidity Coverage Ratio (LCR): High-quality liquid assets divided by total net cash outflows. This ensures the bank has enough cash to cover sudden customer withdrawals.
Asset Quality and Risk
  • Non-Performing Assets (NPA) Ratio: Troubled, non-paying loans divided by total assets. High NPAs signal a risk to the bank's capital.
  • Net Charge-Offs (NCO) to Loans: The amount of debt the bank has written off as uncollectible divided by the total loan portfolio.
  • Allowance for Loan and Lease Losses (ALLL) to Total Loans: Funds reserved for potential loan defaults, divided by total loans. This serves as a safety cushion for economic downturns.
Capital Adequacy
  • Tier 1 Leverage Ratio: The bank's core capital divided by its total average assets. This measures the bank's financial strength and ability to handle unexpected losses.
  • Total Risk-Based Capital Ratio: The bank's capital divided by its risk-weighted assets. It ensures the bank has enough capital to back the types of loans it makes.
