Spectrum Community Services is seeking a strategic, hands-on Chief Financial Officer (CFO) to serve as the right hand to the Executive Director, ensuring the organization’s financial health, compliance, and operational efficiency. Overseeing a $7M budget, the CFO will provide leadership in financial planning, government funding, and grant management while establishing infrastructure, policies, and procedures to support Spectrum Community Services’ continued growth. This leader will take a patient and methodical approach to learning the organization’s current systems and will play a pivotal role in refining financial processes and transitioning the team to more modernized, remote-friendly operations.

The CFO will have day-to-day responsibility for managing financial activities, serve as a thought-leader on the leadership team, and manage and mentor a small but impactful team, including two finance associates (1.5 FTE) and one IT specialist. The CFO will be a key contributor within a close-knit Leadership Team and will help shape organizational strategy as well as manage all financial aspects of the agency, including management of accounting operations, financial reporting and analysis, budgeting and forecasting, compliance and risk management, audit coordination, government reporting and staff mentorship and management.

This leader will be responsible for strengthening financial policies, ensuring compliance with government funding requirements, managing multiple revenue streams, and improving reporting processes to support organizational growth. Additionally, the CFO will take a patient and educational approach to training staff on financial concepts, fostering a culture of financial literacy and accountability across the organization.

Primary Responsibilities

Financial Strategy and Leadership

  • Serve as a strategic thought partner to the Executive Director, board, and leadership, driving financial decision-making and ensuring long-term sustainability.
  • Oversee financial strategies, cash flow planning, investment management, and banking relationships to ensure financial stability.
  • Develop and enhance organizational policies, forecasting capabilities, and internal controls to optimize financial operations and anticipate trends.
  • Represent Spectrum Community Services externally, engaging with funders, community partners, auditors, and key stakeholders to promote financial integrity and organizational impact.
  • Oversee all aspects of financial management, including billing, AR, AP, payroll, benefits, budgets, compliance reporting, monitoring, audits and financial statements.
  • Ensure compliance and reporting for government contracts and private grants, aligning financial practices with funding requirements.
  • Manage audits, tax filings, annual budget process, and regulatory compliance while strengthening internal financial systems for remote-friendly operations.
  • Provide clear, actionable financial insights to the Executive Director, leadership team, and board to support strategic decision-making.
  • Train staff and program leaders on financial concepts, compliance, and budget management, ensuring financial literacy across the organization.
  • Streamline workflows and professionalize financial systems to support an efficient, remote-friendly work environment.
  • Promote a positive, mission-driven culture by engaging staff, participating in community initiatives, and ensuring strong cross-departmental partnerships.
We Need Someone Who Has:
  • Minimum of 10 years of progressive management experience in Finance, preferably with a nonprofit organization.
  • Deep knowledge/expertise with grant management, specifically with Federal, California State, and local funding compliance and reporting.
  • Knowledge or understanding of the Office of Management and Budget (OMB) Circular A133 audit.
  • Excellent time management abilities, with a proven capacity to prioritize effectively and manage both daily tasks and short- and long-term projects.
  • Advanced proficiency in Microsoft Excel is required; familiarity with QuickBooks Enterprise and proficiency with integrating technology to enhance productivity and accuracy is a plus.
  • Excellent written and oral communication skills; experience in effectively communicating key information both verbally and in writing to Executive Director, Board, peers, staff, and direct reports.
  • Experience working with external auditors, compliance, and regulatory oversight agencies.

The Chief Financial Officer will be a supportive and knowledgeable leader and will bring a demonstrated track record of leading financial strategy in a multi-program organization. The CFO will work collaboratively, make priority-setting decisions, ensure accountability, and consistently meet deadlines.

While it’s understood that no single candidate will bring every single competency, strong candidates will offer the following skills, characteristics, and experiences:

  • Demonstrated track record of leading an organization with an annual budget around or higher than $5M.
  • Resilient in solving unexpected problems as they arise while considering liability, precedence, financial implications, and other possible future impact to the organization.
  • Bachelor’s degree in Finance, Accounting, Business administration or related field preferred.
Physical Demands
  • This work requires the following physical activities: climbing, bending, stooping, kneeling, twisting, reaching, sitting, standing, walking, lifting up to 75 lbs.
  • While performing the duties of this job the employee is regularly required to climb stairs and/or ladders, and crawl in tight crawl spaces and attics.
  • Requires finger dexterity for power tool usage (skill saw); grasping and repetitive motions; writing and keyboard skills.
  • Requires speaking, hearing, visual acuity, and mobility.
Location, Compensation, and Benefits

The office is based in Hayward, CA, and this role currently requires working on-site five days a week. However, the organization is looking for a leader who can strengthen systems and infrastructure to support a hybrid work model. As these improvements are implemented, staff will have greater flexibility to work remotely, and this role will also transition to a hybrid schedule.

Salary is based on a variety of factors including, but not limited to, skill set level and years of previous/applicable experience. The salary for this position ranges from $135,000 to $160,000, accompanied by a comprehensive benefits package fully covered by the employer. This includes Kaiser health, Delta dental, VSP vision, AD&D, long-term disability, life insurance, and a 401(k) plan with employer matching. Dependent coverage is available at the employee’s expense. Additionally, the organization offers a generous paid time off policy that includes personal time, 10 days of sick leave, 13 holidays, birthday, bereavement, and other.
