Job summary

ICMA is seeking a General Manager for a California district to plan, organize, and direct activities across departments, ensuring compliance with policies and laws. The role will oversee budgeting, strategic planning, and financial operations while coordinating with state and local governments to meet regional needs.

You will lead long-range planning, advise the Board, and drive organizational performance, culture, and customer service excellence in a municipal water district context.

Qualifications

• Bachelor’s degree in civil engineering, public or business administration, or related field.
• Minimum five years of progressively responsible administrative and executive management experience in operations of a public water/wastewater service provider.
• Proven leadership in working with state and local governments, strong fiscal knowledge, public policy background, and board collaboration.

Responsibilities

• Plan, organize, control, integrate, and evaluate the work of all District functions and departments to ensure compliance with policies and laws.
• Participate in the District's Strategic plan and develop, implement, and monitor short- and long-term plans and objectives.
• Oversee financial operations and investment policies to ensure funds are expended according to budgets and laws.
• Forecast revenues and budget allocations, and manage day-to-day and long-range financial operations.
