Legacy Residential Services LLC seeks an experienced Chief Executive Officer to lead our IDD residential services organization in Pennsylvania. The CEO will oversee administration, operations, regulatory compliance, and strategic direction, balancing quality service delivery with organizational growth and fiscal responsibility.

Qualifications

Responsibilities

• Provide overall leadership and management of the organization and residential programs.

Legacy Residential is seeking an experienced and mission-driven Chief Executive Officer (CEO) to provide leadership and oversight of our residential services organization supporting individuals with intellectual and developmental disabilities (IDD).

The CEO will be responsible for the overall administration, operations, regulatory compliance, and strategic direction of the organization. This position requires a strong leader with experience in human services and/or residential programs who can balance quality service delivery, employee leadership, regulatory requirements, and organizational growth.

Key Responsibilities

• Provide overall leadership and management of the organization and residential programs.
• Ensure implementation and adherence to organizational policies and procedures.
• Maintain oversight of the admission and discharge of individuals receiving services.
• Ensure the health, safety, protection, rights, and well-being of individuals served.
• Maintain compliance with 55 Pa. Code Chapter 6400 and other applicable regulatory and licensing requirements.
• Oversee residential operations, staffing, program quality, financial performance, and organizational effectiveness.
• Lead, develop, and hold accountable the organization's management and leadership teams.
• Establish systems for monitoring compliance, quality assurance, documentation, and operational performance.
• Oversee responses to licensing inspections, audits, investigations, corrective action plans, and regulatory matters.
• Develop and execute organizational goals, strategic initiatives, and opportunities for sustainable growth.
• Build strong relationships with employees, individuals and families, regulatory agencies, funding entities, and community partners.
• Promote a culture centered on dignity, respect, accountability, individual choice, and high-quality services.
• Under Chapter 6400, the CEO is ultimately responsible for the administration and general management of the agency, including implementation of policies and procedures, admissions and discharges, safety and protection of individuals, and regulatory compliance. Responsibilities may be delegated to qualified staff; however, the CEO retains overall accountability.

Minimum Qualifications

Candidates must meet one of the following Chapter 6400 qualification requirements:

• Master's degree or higher from an accredited college or university and at least 2 years of experience in administration or the human services field; OR
• Bachelor's degree from an accredited college or university and at least 4 years of experience in administration or the human services field.

Preferred Qualifications

• Bachelor's degree or higher.
• 5+ years of management experience in residential services supporting individuals with intellectual disabilities, developmental disabilities, autism, and/or serious mental illness.
• Previous executive, director-level, or senior leadership experience within an IDD or human services organization.
• Knowledge of Chapter 6400, ODP requirements, waiver-funded residential services, licensing, and regulatory compliance.
• Demonstrated experience managing employees, budgets, organizational performance, and service quality.
• Strong leadership, communication, problem-solving, and decision‑making skills.
• For applicable Residential Habilitation waiver providers, the regulatory guide identifies additional executive‑level experience requirements, including a bachelor's degree and five years of management experience providing residential services to the populations identified above.
