- Manage the estimating department and enforce policies for proposals and contract development.
- Oversee estimating efforts, assign and manage employees, and monitor estimate quality, accuracy, and timeliness.
- Develop understanding of RFPs and scope of work for new proposals and generate preliminary budgets.
- Coordinate proposal estimate delivery with the proposal team and attend bid meetings and walks.
- Select appropriate estimating methods and resources for different estimate classes.
- Guide on overcoming project document deficiencies, scope clarifications, and risk considerations.
- Lead development of new processes to improve estimating and proposal efforts, including using historical data for estimates.
- Collaborate with Business Development, Project Management, Engineering, and other departments on bid evaluation.
- Maintain documentation to support estimates.
- Ensure estimates are detailed and organized to meet stakeholder needs.
- Develop, review, and present estimates and proposals to stakeholders.
- Assist with reviewing and developing execution plans to align with estimates.
- Review estimating work regularly and participate in constructability reviews and cost-saving exercises.
- Ensure estimates allow traceability back to RFP documentation.
- Review and approve schedules, indirect costs, staffing, equipment, and cranes.
- Develop risk assessments and contingencies for projects.
- Prioritize and coordinate work on multiple estimates and proposals.
- Perform other duties as required.

- Select estimating methods, guide project scope clarifications, and develop new processes.
- Collaborate across departments on bids and maintain documentation.
- Ensure detailed, traceable estimates and review schedules and costs.
- Develop project risk assessments and manage multiple estimates.
- Other duties as assigned.
Qualifications- Bachelor’s degree in Engineering, Construction, or related field, or equivalent experience.
- Minimum 10+ years’ experience in estimating or related fields, with 5+ years in management.
- Knowledge of contract types, estimating techniques, and cost control.
- Ability to visualize project outcomes from documents.
- Leadership skills to supervise estimating teams.
- Strong communication skills and proficiency with Microsoft Office and estimating software.
- Experience with scheduling software and databases is a plus.
- Willingness to travel and work extended hours as needed.
