The City of Grapevine is seeking a Construction Inspector Supervisor to oversee inspection activities on various infrastructure projects. This role involves managing inspectors, ensuring compliance with standards, and coordinating with multiple stakeholders. Ideal candidates will have a Bachelor's degree in Engineering and extensive experience in public works projects, alongside strong managerial skills.
Responsible for supervising, planning and coordinating the daily inspection activities on water, wastewater, streets and drainage projects within the city to ensure compliance with city standards and released construction plans. Supervises the daily activities of all construction inspectors including scheduling, coordination of training, evaluating performance, and involvement in the disciplinary process. Coordinates construction activities within the city, reviews plan and specifications, and participates in final inspections to ensure compliance with federal, state, and local policies, procedures, laws and regulations.
1. Supervises and assigns construction inspectors to city and private development water, wastewater, street and drainage projects.
2. Directs, instructs, schedules, reviews and evaluates the work activities of subordinate personnel.
3. Develops and coordinates the implementation of in-house training programs for construction inspectors.
4. Reviews and comments on construction plans and specifications prior to bidding the project.
5. Coordinates construction work with contractors, property owners, developers, other city departments, public utilities, and appropriate emergency response organizations.
6. Interprets testing lab reports on construction projects.
7. Evaluates and makes recommendations on field changes, assists in the negotiation of change orders and mediates construction and personnel problems.
8. Performs periodic inspections on construction projects within the city and participates in all final inspections.
9. Prepares project progress reports, monthly status reports and project quantity reports.
10. Verifies and recommends monthly payments to contractors on city projects and to testing laboratories.
11. Investigates and responds to citizen questions and complaints relating to public works construction.
12. Coordinates, performs, supervises lot drainage and private driveway/sidewalk inspection with Building Inspection Department.
13. Ensures construction projects are completed in compliance with federal, state and city policies, procedures, laws and regulations.
14. Ensures inspectors are adequately trained and educated on current and modified code and ordinance standards, policies and procedures.
15. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
16. Regular and timely attendance are required for this position.
17. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.
SKILLS, KNOWLEDGE AND ABILITIES
• Must have knowledge of methods, materials, equipment, procedures and practices used in public works construction.
• Must have knowledge of civil engineering principles and practices applied to public works construction projects.
• Must have knowledge of construction management and budget principles applied to public works construction projects.
• Must have knowledge of material testing, methods, practices and procedures.
• Must be familiar with specifications for materials, equipment, methods and procedures used in construction projects.
• Must have knowledge of applicable laws, regulations, codes of ordinances, and policies governing the installation of public works infrastructure.
• Must have the ability to read and interpret engineering construction plans and specifications.
• Must have the ability to prepare project budgets and schedules for public works projects from preliminary design through construction phases.
• Must have the ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
• Must have the ability to communicate effectively both orally and in writing.
• Must have the ability to interpret and apply federal, state and city policies, procedures, laws and regulations.
Requires a Bachelor’s degree in Engineering, Construction Management, Business, related field or fifteen years of responsible experience in public works/TxDOT construction inspection, construction plan review, and management of public works/TxDOT Projects including supervisory responsibility; or an equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.
Must be proficient in Microsoft Word and Excel.
Experience with Projectmates and/or CAD is preferred.
Must have the ability to calculate field measurements for constructed quantities, including but not limited to, areas with curves/radii, weights and volumes.
Must pass a Federal/National criminal background check. Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.
Must pass a pre-employment basic physical, drug screen, functional assessment screening (Level 1), Titmus vision screening, and an Ishihara vision screening.
