Job summary

Resource Hub Consulting is seeking a Civil Engineer / Chief Engineer – Highway Construction in Kensington, PA. The hybrid role will lead construction engineering for heavy highway, bridge, and roadway projects and serve as the senior engineering authority after a structured transition.

The ideal candidate has a PE license, 10+ years in the field, and strong expertise in steel/concrete design and geotechnical engineering, plus experience with STAAD/AutoCAD/MathCAD.

Qualifications

• Bachelor's degree in Civil Engineering.
• Professional Engineer (PE) license required.
• At least 10 years of construction industry experience.
• Strong background in steel and concrete structural design and geotechnical engineering, including structural and geotechnical analysis.
• Experience leading engineering activities for major DOT or infrastructure projects and mentoring staff.
• Heavy highway, bridge, roadway, or transportation infrastructure experience preferred.
• Experience with STAAD, AutoCAD, MathCAD, or similar engineering/CAD platforms.
• Strong knowledge of construction means, methods, sequencing, and field operations.

Responsibilities

• Lead planning, design, review, approval, and sealing of temporary works (cofferdams, forms, shoring, etc.) and related drawings.
• Provide technical leadership for constructability, risk, safety, methods, and field issue resolution; collaborate with PM, field teams, estimating, preconstruction, and bid review teams.
• Set engineering standards and quality processes; ensure compliance with PennDOT, Turnpike, OSHA, and other requirements; lead staff and liaise with owners, design teams, consultants, reviewers, and agencies.
