Chief Financial Officer

The Executive Cabinet Leadership team is responsible for creating a performance culture that ensures a student-centered, equity-based and results-oriented system of schools to address the needs of the 21st Century learner, meets the expectations and vision of Henry County families, and aligns with the Board of Education's core beliefs & commitments to the community.

Under the direction of the Superintendent, the Chief Financial Officer (CFO) leads the district’s short-term and long-term financial planning and multi-year stability strategy with a focus on impacting student performance and district improvement. The CFO manages the daily operations of cash flow, record-keeping, and communication for the district and ensures effective, efficient, and responsible financial practices are maintained by each local school. The CFO is responsible for preparing the annual budget in coordination with the Superintendent for recommendation to the Board of Education. The CFO anticipates and keeps the Superintendent, Board of Education, and community informed of anticipated revenue challenges and revenue improvement strategies. The CFO ensures responsible use and transparent communication of financial planning. The CFO prepares and manages the SPLOST budget and project progress.

Essential Functions
  • Serve as a key member of the Superintendent’s executive leadership team, acting as a strategic leader and spokesperson on behalf of the Superintendent and Henry County Schools.

  • Communicate with the Board on behalf of, and in coordination with, the Superintendent as appropriate.

  • Positively and proactively participate in leadership meetings, representing the Superintendent and district priorities.

  • Advise and lead the development and implementation of the district’s multi-year financial strategy including identification of risks and opportunities, annual budget planning, and long-term general and SPLOST budget projections and planning.

  • Develop information and recommend policies and procedures for immediate and long-range financial management and planning.

  • Direct the development and implementation of the District’s annual budget.

  • Develop and direct budget analysis and expenditure reporting as required for internal management and external audits.

  • Serve as the point of contact for all auditor requests and reporting.

  • Promote a culture of performance and a positive working and learning environment.

  • Provide leadership for the Division of Financial Services including payroll, purchasing, accounting, after school programming, and school nutrition.

  • Ensure a customer service approach among the Division of Financial Services to support principals and supervisors in budget planning, record-keeping, and financial management.

  • Ensure there are processes to train local school principals and bookkeepers on matters related to budget planning, record-keeping, oversight and management and an accountability model in place to ensure ethical and appropriate expenditures of funds.

  • Develop and recommend district policies addressing the purchasing and accounting needs of the district.

  • Promote a performance culture in the Division of Financial Services and ensure that principals and division leaders are allocating resources that support the direction of the district, align with the Board’s core values and commitments, and have an impact on improving student performance.

  • Oversee consistent execution of a purchasing process.

  • Provide leadership on systemic projects in the area of Financial Services and technical solutions to improve internal and external business processes.

  • Advise and design improved comprehensive and integrated business practices that increases efficiency of business operations in the district.

  • Collaborate and coordinate with the Chief Human Resources Officer on matters related to personnel, payroll, and human capital budgeting.

  • Serve as the district’s representative and spokesperson in financial matters and build partnerships with the Tax Office, the GA DOE, and neighboring districts.

  • Prepare for and attend all meetings and trainings of the Board of Education.

  • Perform other duties as required.

Knowledge, Skills and Abilities
  • Bachelor's degree required; Master's degree preferred. Georgia Leadership certification, preferred.

  • Prior building-level and/or district office administrative experience, required.

  • Minimum of five years of administrative/supervisory experience, required.

  • Knowledge of public education and driving improvement in student achievement.

  • Ability to use quantitative and qualitative information in an instructional setting to drive decision-making and evaluation.

  • Strong strategic planning and organizational skills.

  • Familiarity with systems thinking and the ability to analyze organizational situations from structural, human capital, political, and cultural perspectives.

  • Ability to analyze complex situations and synthesize information carefully to develop an effective course of action.

  • Communicates tactfully, appropriately, and effectively with individuals and groups, including the Board of Education, Superintendent, Executive Cabinet team, the Board Attorney, district staff, local school staff, and the community.

  • Exhibits a consistent sense of urgency around improving student performance, closing the achievement gap, and making the instructional improvements needed to do so.

  • May be required to perform routine physical activities such as bending and lifting/pushing/pulling up to 50 pounds.

  • Vision, hearing, written, and verbal communications are essential factors in performing required tasks.

The Chief will be held to accountability measures mutually identified and agreed upon with the Superintendent.
