The analyst will ensure software artifacts meet requirements, manage interfaces, and support data quality and access for Navy reporting systems. Responsibilities include updating CLT, JACKS-RW submissions, data validation, site maintenance, and coordination with Navy program teams.

Qualifications

Responsibilities

  • Assist Navy groups with uploading submissions to JACKS-RW using a Microsoft Access-based Excel-to-XML tool.
  • Update the Contract Lot Tool (CLT) with U.S. Navy inventory submissions.
  • Review submissions for accuracy and identify data anomalies.
  • Generate data validation reports and share with relevant groups.
  • Maintain the U.S. Navy CBRD Information site on MyNavy Portal.
  • Collaborate with program and commodity area points of contact to keep content current.
  • Investigate alternative online platforms against defined technical requirements.
  • Attend bi-weekly staff meetings supporting the CBRD program.
  • Assist with data calls and inquiries from NAVSEA SEA05P5.
  • Test Life Cycle Management Systems tools (CLT, data integrity reports, MNP, Intelink/SharePoint).
  • Develop and maintain internal guides, process docs, user manuals.
  • Work with JACKS-RW team to meet Navy reporting requirements and resolve data interface issues.
  • Support JACKS-RW 2026 Workgroup and CMPRO/ELMS transitions.
  • Provide technical/ programmatic input for Navy inventory reporting across 11 Navy stakeholder groups.
  • Support NMCS coordination with CMPRO implementations and ELMS transition.
  • Execute regular validation, import, testing, and release processes for CLT and related tools.

Kalman & Company Inc. is seeking a full-time Chemical Biological Radiological Defense (CBRD) Database & Lifecycle Management Systems Analyst. This position supports the Extreme Environments Life Support Branch Readiness Support Services Contract by ensuring software products and associated artifacts conform to requirements and are properly configured and distributed efficiently to the end user. The Analyst will interface with designated authorities regarding support requirements and equipment computer program interfaces. This is a 100% in-office position located on board the Naval Surface Warfare Center in Panama City, FL.

Applicants must be able to work independently and as part of a team, follow all safety and conduct rules, and comply with company policies.

The Analyst will perform the following duties:

  • Assist Navy groups with uploading submissions to the Joint Acquisition Chemical, Biological, Radiological, and Nuclear (CBRN) Knowledge System – Reporting Warehouse (JACKS-RW) using a Microsoft Access-based Excel-to-XML conversion tool.
  • Update the Contract Lot Tool (CLT), written in Microsoft Access, with U.S. Navy inventory submissions.
  • Review submissions for accuracy over time and identify anomalies in the data.
  • Generate data validation reports and distribute them to the appropriate groups.
  • Assist with ongoing efforts to improve data quality and ensure U.S. Navy inventory is fully accounted for.
  • Maintain the U.S. Navy CBRD Information site hosted on MyNavy Portal.
  • Collaborate with Program and Commodity Area points of contact to keep content on informational pages current.
  • Investigate alternative online platforms against a defined set of technical requirements.
  • Participate in bi-weekly staff meetings supporting the Chemical, Biological, and Radiological Defense (CBRD) program.
  • Assist with data calls and management inquiries from the Naval Sea Systems Command (NAVSEA) SEA05P5.
  • Conduct software testing of Life Cycle Management Systems (LCMS) Information Technology tools, including:
    • Contract Lot Tool (CLT)
    • Data Integrity reporting functions
    • MyNavy Portal (MNP) content
    • Intelink/SharePoint CBRD sites
  • Develop and maintain internal reference guides, process documentation, user manuals, and discussion papers.
  • Work closely with the JACKS-RW team to ensure all U.S. Navy reporting requirements are met and resolve data interface issues.
  • Support the JACKS-RW 2026 Workgroup, providing technical assistance to the Joint Biodefense Materiel Readiness (BDMR) Common Operating Picture (COP).
  • Provide management and technical support to meet Monthly Office of the Secretary of Defense (OSD) inventory reporting requirements across 11 Navy stakeholder groups.
  • Provide technical and programmatic insight into the Navy Mobile Computing System (NMCS), including coordination with two Configuration Management Professional (CMPRO) implementations and the transition to the Enterprise Logistics Management System (ELMS).
  • Execute regular validation, import, testing, and release processes associated with the Contract Lot Tool, including generating test reports and preparing quarterly releases.
  • Minimum Required Education / Qualifications
    • Be at least 18 years old.
    • Be a U.S. Citizen.
    • An Active Secret Clearance or higher.
    • Have a Bachelor’s degree in Data Science, Analytics, Computer Information Systems, or a related field.
    • Be proficient in Microsoft Office applications (Outlook, Excel, Word, PowerPoint, Access).
    • Be able to handle multiple tasks and work in a fast-paced environment.

Additional Minimum Qualifications

  • Ability to review, evaluate, and validate large inventory datasets for accuracy, completeness, and consistency across reporting cycles.
  • Ability to work independently as a core member of a small, high-responsibility technical team.
  • Ability to obtain and maintain required system access for JACKS-RW and Chemical Support Facility (CSF) CMPRO accounts.

Preferred Education / Qualifications

  • Fluency with Microsoft Access, Access Visual Basic for Applications (VBA), Access SQL, and Power BI.
  • Familiarity with the LifeRay content management system and HTML.
  • Experience and familiarity with Chemical Biological Defense (CBD) equipment.
  • Experience supporting Navy CBRD program operations, data management, or reporting.
  • Familiarity with Controlled Unclassified Information (CUI) handling practices and Department of Defense (DoD) SAFE file distribution processes.
  • Experience working with Joint CBRN knowledge systems or participating in biodefense-related working groups.
  • Knowledge of MyNavy Portal management, Intelink/SharePoint content administration, or comparable Navy information systems.
  • Experience supporting transitions between lifecycle logistics systems such as CMPRO and ELMS.
