Job summary

BizFirst is recruiting a Senior Contractor Program Manager / CFO Strategic Advisor for MARAD CFO Budget & Financial Support Services in Washington, DC. The role requires leadership of a multidisciplinary team, fiscal reporting, grant analysis, and dashboards, with a hybrid work model and on-site presence 2–3 days per week.

The incumbent will advise senior MARAD officials, manage phase-in from the prior contractor, and ensure timely, compliant financial deliverables across seven task areas,

Qualifications

• Minimum twelve (12) years of federal financial management experience, including senior leadership roles.
• Active CPA or CGFM credential.
• Experience advising agency CFOs or SES leaders directly.
• Knowledge of OMB Circular A-136, USSGL, Treasury GTAS, budget execution, and anti-deficiency act compliance.
• Experience leading multidisciplinary teams on federal contracts (PBA or firm-fixed-price).

Responsibilities

• Serve as the single accountable leader and primary point of contact for MARAD CFO, Deputy CFO, and COR.
• Lead the contractor team across financial reporting, reconciliations, budget execution, grants, and payroll analysis.
• Direct the 30-day phase-in from the incumbent contractor and ensure quality control against QASP.
• Develop and schedule a multidisciplinary team and manage surge staffing during year-end closeout.
• Deliver regular status reports to MARAD leadership and company management.
