Job summary

BizFirst is assisting MARAD a Senior Contractor Program Manager / CFO Strategic Advisor. The role is hybrid at MARAD HQ in Washington, DC, with 2–3 onsite days weekly and peak-period onsite needs.

The contractor will lead the finance program, including reporting, budget execution, grants, and payroll analytics. You will advise MARAD CFO leadership, manage a multidisciplinary team, and oversee the 30‑day phase‑in from the incumbent contractor while delivering ongoing dashboards and quality

Qualifications

• Public Trust eligibility; must obtain and maintain.
• 12+ years federal financial management experience, including senior leadership roles.
• Active CPA or CGFM credential.
• Experience advising agency CFOs, Deputy CFOs, or SES leaders.
• Knowledge of OMB Circular A-136, USSGL, Treasury GTAS, and Anti-Deficiency Act.
• Experience leading multidisciplinary financial-management teams on complex contracts.
• Bachelor's degree in accounting, finance, business, or related field.
• Ability to work onsite at MARAD HQ in Washington, DC (hybrid).
• Available to start on or about 30 September 2026.

Responsibilities

• Serve as the contractor's single accountable leader and primary interface for MARAD CFO, Deputy CFO, and COR.
• Advise CFO leadership on budget execution, funds stewardship, financial reporting, and decision support.
• Lead an integrated PMO across multiple financial domains and analytics.
• Manage the 30-day phase-in from incumbent contractor and ensure knowledge transfer.
• Ensure QA compliance per Government QA Surveillance Plan and timely deliverables.
• Direct a multidisciplinary team of leads and analysts with surge staffing during year-end closeout.
• Provide regular status reporting to MARAD leadership and company management.
