CERTIFIED MOVE ON WHEN READING SPECIALIST (MOWR)

JOB GOAL

To build K-3 teacher capacity to ensure scholar success in English Language Arts through coaching and ensuring Tier 1, First Best Instruction (FBI) occurs daily. Utilize District approved resources and ESSA approved interventions that are aligned to the school and district Literacy Plan. Collaboration with appropriate stakeholders to consistently implement the District Multi‑Tiered System of Supports (MTSS).

QUALIFICATIONS

Performance Responsibilities
  • Supports site and district administration in the implementation of professional development initiatives by leading grade‑level meetings, site‑based training, and staff collaboration.
  • Serves as an integral member of the K‑3 Literacy Team, actively contributing to literacy planning and instructional decision‑making.
  • Delivers targeted Tier II and Tier III reading interventions to support student learning.
  • Collaborates with the K‑3 Literacy Team to enhance literacy outcomes across the school.
  • Provides regular updates to school leadership and Educational Services regarding K‑3 student progress, including deficiency letters, individual learning plans, and progress monitoring data.
  • Manages and updates K‑3 data walls in alignment with school and district expectations.
  • Ensures timely distribution of Move On When Reading deficiency letters.
  • Engages in ongoing collaboration with administrators and MOWR district specialists to assess and refine K‑3 literacy strategies and instruction.
  • Actively participates in district and site‑based professional development opportunities.
  • Attends leadership meetings with Educational Services and school administration to analyze literacy data and develop targeted intervention plans.
  • Works with Educational Services to design and implement strategic literacy interventions, including overseeing and monitoring intervention labs.
  • Analyzes and synthesizes individual and state assessment data to identify instructional gaps and develop targeted intervention strategies.
  • Collaborates with Special Education, Structured English Immersion (SEI), and general education teachers to implement a cohesive Multi‑Tiered System of Support (MTSS).
  • Provides specialized instructional guidance and intervention plans for educators, ensuring effective Tier I, II, and III reading instruction.
  • Develops and delivers structured lesson plans for reading intervention and supports teachers in progress monitoring and literacy assessments.
  • Implements district‑approved intervention programs with fidelity to maximize student outcomes.
  • Models high‑quality, evidence‑based Tier I instruction for K‑3 educators.
  • Facilitates teacher collaboration focused on data analysis, instructional intervention, and ongoing progress monitoring.
  • Actively engages in professional learning through educational conferences, peer collaboration, and research on emerging literacy practices.
  • Interprets and applies both formal and informal assessment data to inform instructional strategies.
  • Provides in‑class coaching, modeling, and team‑teaching opportunities for mainstream, ELL, Special Education, and Gifted educators.
  • Works in partnership with interventionists and school staff to enhance student achievement.
  • Observes reading instruction, providing constructive feedback to teachers to refine and enhance instructional effectiveness.
KNOWLEGE AND SKILLS
  • Knowledge of applicable Federal, state, county and city statutes, rules, regulations, policies and procedures.
