Job summary

Pasco County is seeking a Certified Engineering Inspector I to perform field reviews, monitor contractor performance, and ensure compliance with plans and specifications on public works projects.

You will prepare field logs, testing reports, and project files, participate in design-phase reviews, and assist the project team with scheduling and technical documentation. A valid Florida driver's license and CTQP/ACI certifications are required or obtainable within 12 months.

Qualifications

• High school diploma or equivalent.
• 4 years of experience with a contractor, engineer, or governmental entity performing public works projects.
• College level civil engineering or drafting training preferred.
• Must possess a valid Florida driver's license and obtain CTQP/ACI/MOT certifications within 12 months.

Job description

JOIN OUR TEAM AS A CERTIFIED ENGINEERING INSPECTOR I

• Performs field reviews and observes contractor performance for compliance with contractual obligations, plans, and specifications.
• Acts as the Verification Technician for assigned construction projects by working with the Contractor's quality control team.
• Prepares field logs, compiles testing reports, and tracks changes forming a project file for submission to the assigned project manager, Engineer of Record and supervisor for review.
• Performs constructability reviews, field measurements, and value engineering during each design phase, investigates and prepares reports on citizen complaints that pertain to compliance with County Ordinances and regulations.
• Prepares quantity take-offs, schedules, cost estimates, and performs other task as assigned by supervisors.
• Attends construction meetings with the project team to adjust project schedules, resolve field issues, or address other inquiries.
• Ability to lift and/or move up to 25 pounds and also push or pull heavy objects.
• Performs related duties as assigned and required.

• Knowledge of testing and inspection procedures used in civil engineering for roadway, stormwater, utility or other transportation projects.
• Knowledge of public works and/or utilities construction procedures and materials, the ability to interact with local contractors and engineers, and the skill to formulate concise inspection reports.
• Knowledge of the Florida Department of Transportation (FDOT) standards, specifications, design manuals, cost estimates, Approved Products List (APL), Local Agency Permitting (LAP), construction procedures and documentation.
• Knowledge and experience with American Association of State Highway and Transportation Officials (AASHTO) standards and methods.
• Ability to prepare inspection reports.
• Clear understanding of regulations associated with the Florida Accessibility Code, Florida Department of Environmental Protection (FDEP) Stormwater Pollution Prevention, and U.S. Army Corps of Engineers.

PHYSICAL SKILLS/WORKING CONDITIONS:

Ability to lift and/or move up to 25 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Requires standing, walking, bending, stooping, sitting, and performing field reviews. Works indoors and outdoors in varying weather conditions. Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:

Graduation from high school or possession of an acceptable equivalency diploma. Four (4) years' experience in a responsible position with a contractor, engineer, or governmental entity performing public works projects. College level work in civil engineering or drafting technology or industry training in roadway construction and drainage preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

Must possess a valid Florida driver's license. Must be able to obtain the following certifications within twelve (12) months: CTQP Earthwork Construction Level 1, CTQP Asphalt Paving Level 1, and ACI Concrete Field Testing Technician Grade 1. Certification in MOT - Advanced Level is preferred.

The objectives of the program include the following: assist inspectors in fulfilling their responsibilities; improve inspector job skills; provide an understanding of current developments; and, provide a mechanism for advancement within the County. The County will pay reasonable, associated expenses involved with the Inspection Certification Program.
