Qualifications

JOB SUMMARY:

Responsible for the overall direction of daily operations, financial performance, strategic growth and clinical quality. Ensures safe patient care, strong community referral partnerships, and full compliance with state and federal health regulations.

ESSENTIAL FUNCTIONS:

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.

Operations & Quality Care:

  • Manage daily hospital or facility functions.
  • Initiates and sets direction in the development and implementation of the Agency's plan for the provision of consumer care.
  • Directs development of short and long range plans, goals and objectives to carry out the mission of the Corporation as established by the Board of Directors.
  • Directs program staffing to assure adequate clinical and support skills are available to provide quality mental health, or substance use services.
  • Directs evaluation of corporate programs and services to promote quality care, effective problem solving and minimizing liability.
  • Keeps Board of Directors advised of internal issues and events which require its action or might affect Eleos. Acts as liaison between the Board of Directors and Eleos staff.
  • Track and improve patient safety and clinical results.
  • Support Quality Assessment and Performance Improvement (QAPI) systems.
  • Conducts monthly, unannounced, targeted, purposeful walk throughs or visits on units or programs.

Regulatory Compliance:

  • Keep the facility ready for state licensing and accreditation surveys.
  • Follow standards set by CARF, CMS, and local laws.
  • Run proactive internal compliance and risk audits
  • Oversee budgets, revenue cycles, and resource allocation.
  • Monitors and advises Board of Directors of trends and events in clinical funding and regulatory environment and, when necessary, recommends related changes in plans, objectives, policies and operations.
  • Build referral networks with local hospitals, courts, and agencies.
  • With the assistance of the Board of Directors, acts as advocate of the Corporation in lobbying for funds and other support at local, state and federal levels.
  • Maintain fiscal health and plan long‑term business goals.

  • Direct senior management, medical staff, and clinical teams.
  • Build a workplace culture focused on high morale and accountability.

Community & Growth:

  • Grow programs to meet community behavioral health needs/
  • Build referral networks with local hospitals, courts, and agencies.

Requirements:

  • Computer proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint.
  • Project and team management/leadership skills and experience.
  • Proven ability to work effectively in a team environment with associates.
  • Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Excellent communication and organization skills.
  • Prioritizing and managing time sensitive deadlines.
  • Master’s Degree in a mental health or business field plus ten years of progressively responsible experience in clinical services, supervision and administration. MBA or MHA with a concentration in healthcare management, finance, policy, and operations preferred.
  • Certification as a Behavioral Health Care Executive and/or Health Care Executive preferred.
  • Leadership experience in healthcare or behavioral health

Physical Requirements:

  • Must be able to lift up to 15 pounds at a time.
  • Must be able to sit, twist, bend and stand for long periods.
  • Must be able to transport self from building to building and differing locations.
  • Must be able to communicate orally and in writing.

Special Working Conditions:

Exposure to consumers and all possible program emergencies and conditions; to possible irregular and on‑call

Working hours; to a variety of work locations as the need arises. Flexible schedule with frequent meetings outside of routine business hours. Travel to a variety of both PEMHS work locations and out of town commitments as the need arises. Available to Agency at all times.
