Description

Position Title: Central Plant CP Manager

Area of Requirement: Fort Leonard Wood MTF Central Utility Plant Bldg 311

Scope of Position: Leads all Central Utility Plant operations, preventive and predictive maintenance, and emergency repairs for boilers, chillers, cooling towers, pumps, heat exchangers, and building automation systems. The CP Manager establishes performance targets for reliability and efficiency, develops energy conservation initiatives, and integrates condition based monitoring technologies. This role supervises both in house and subcontracted technicians, coordinates system commissioning activities, and represents the contractor in Base Utilities Council meetings.

Tasks and Capabilities Required:

Operations Leadership:

  • Direct daily operation and load balancing of Central Plant equipment; analyze real time telemetry and trending data to optimize fuel and electrical consumption.
  • Lead weekly performance review meetings; prepare energy usage reports, establish KPIs for uptime, mean time between failures (MTBF), and overall equipment effectiveness (OEE).

Team Supervision & Development:

  • Supervise CP staff schedules, assign work orders, and conduct quarterly performance appraisals; develop formal apprenticeship and cross training plans.
  • Manage subcontractor scopes for TAB, commissioning, and OEM preventive maintenance; verify completion and compliance with O&M manuals.

Regulatory & Safety Compliance:

  • Ensure all Central Plant activities comply with NFPA 70, NFPA 85, ASME Boiler and Pressure Vessel Code, ANSI NFPA, and EM 385 1 1.
  • Lead emergency drills for plant shutdown, fire pump operation, and standby power transitions; coordinate with Base Fire, DPW Utilities, and EMS.

Continuous Improvement & Innovation:

  • Pilot implementation of vibration analysis, oil analysis, and infrared thermography programs; integrate findings into predictive maintenance schedules.
  • Propose and oversee installation of building automation enhancements to enable remote monitoring and advanced analytics.

Mandatory Experience and Certifications:

Five (5) years experience managing Central Utility Plant operations in healthcare or military installations, with documented improvements in reliability and energy efficiency.

Two year technical or applied science degree in Mechanical, Electrical, or Facilities Engineering.

NIULPE or equivalent licensed power engineer certification; OEM training on major plant control systems (eg Trane Tracer, Siemens Desigo).

Experience supporting at least two (2) Joint Commission hospital surveys and coordinating plant requirements during accreditation.
