Job summary

Clermont County is seeking a Public Assistance Caseworker (Income Maintenance Worker 3) to join the Department of Job and Family Services, Division of Public Assistance. This full-time classified position offers a comprehensive benefits package and a starting minimum salary of $20.82 per hour.

Primary duties include determining eligibility, managing a large volume of inquiries, conducting interviews, and maintaining case records across multiple systems.

Qualifications

  • Two years of experience as a unit support worker in program areas administered through Department of Job and Family Services.
  • Undergraduate major core coursework in behavioral science, social science, or education with related interviewing and typing experience.
  • Two years of technical education in behavioral or social science with related interviewing and typing experience.
  • Two years courses in behavioral/social science or customer service with related business math/English/interviewing/typing experience.
  • Equivalent education, training, or experience to the minimum qualifications.

Responsibilities

  • Determine initial and ongoing public assistance program eligibility.
  • Handle a large volume of inquiries by phone, fax, email, mail, and in person.
  • Conduct interactive interviews with applicants and authorized representatives.
  • Manage caseloads and caseload banking for assigned cases.
  • Use computer systems and software for interviewing, approving, and updating cases.

Type: Full-time, Classified

Salary: Negotiable depending upon qualifications/experience (Minimum $20.82)

Core Hours: Monday - Friday, 8:00 a.m. - 4:30 p.m.

FLSA Status: Non-Exempt

Probationary Period: 1 Year

Bargaining Unit: AFSCME

JOB DUTIES
  • Responsible for determining initial and ongoing public assistance program eligibility (e.g. new applications, re-certifications, changes, updates and required adjustments to cases including the processing of daily alerts and state and federal data matches.)
  • Responsible for managing a large volume of customer and professional inquiries by phone, fax, e-mail, postal service mail and in-person.
  • Conducts interactive interviews with applicants and authorized representatives in person or by phone.
  • Responsible for all caseload management duties associated with cases assigned and case banking.
  • Uses various computer systems and software programs as caseload management tools to interview and approve new cases and to review, make changes, updates and adjustments to ongoing cases. This includes the processing of daily alerts and information provided by the system regarding income and resources that may not have been reported by the customer.
  • Prepare documentation for and attend State Hearings, may be required to assist with quality control reviews, may assist with special projects and issues as assigned.
  • Required to assess adults and families to address multiple needs such as transportation, childcare, domestic violence, health care, drug and alcohol problems, and child welfare issues in order to refer adults and families to the appropriate DJFS and/or community services.
  • Prepares and maintains case records in the digital imaging system; prepares and refers cases to investigation unit to report cases of suspected fraud or erroneous payment.
  • Attend staff meetings and training sessions in order to receive and maintain current policy and procedure information necessary to continue to perform job duties accurately.
  • Participates in committees/work groups as required to assess caseload management policies/procedures and provide recommendations for enhancement.
  • Works alone or with other persons in short or long-term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of any county supervisor or Department Head when assigned.
  • Works aggressively to reduce or eliminate safety/risk concerns in current position or work location.
  • Reports safety/risk management issues to immediate supervisor.
  • New and other related duties as assigned.
  • As operational needs arise, may be required to assume additional duties of position within same classification.
MINIMUM QUALIFICATIONS
  • Two years of experience as a unit support worker in program areas administered through Department of Job and Family Services;
  • or completion of undergraduate major core course work in behavioral science, social science or education, one course or six months experience in interviewing techniques, and one course or six months experience in typing, keyboarding or word processing.
  • or completion of two years of technical education in behavioral science or social science, one course or six months experience in interviewing techniques, and one course or six months experience in typing, keyboarding or word processing.
  • or two courses or one year of experience in behavioral science, social science, or customer service techniques, one course or six months experience in business mathematics, one course or six months experience in business English, one course or six months experience in interviewing techniques, and one course or six months experience in typing, keyboarding or word processing.
  • or education, training and/or experience in an amount equal to the Minimum Qualifications stated above
ADDITIONAL INFORMATION

Applicants must meet the minimum qualification requirements stated above. Military education and experience may be substituted for college and vocational certificate level course work on a case-case basis based on the American Council on Education (ACE) Military Guide recommendations. For consideration please include a military transcript and/or Form DD214 with your application. Conditions and procedures for selection will be consistent with Clermont County Personnel Policy and/or Collective Bargaining Agreements, if applicable. Also, certain classifications, because of the nature of the work, require pre-placement and/or periodic physical examinations which may include drug/alcohol screening tests. Employment in a position with Clermont County Department of Job and Family Services is contingent upon successful completion and favorable adjudication of a criminal background check conducted by the Ohio Bureau of Criminal Investigations and the Federal Bureau of Investigations.
