Qualifications

JCCA is seeking experienced and compassionate Case Planning Supervisor to lead our Enhanced Family Foster Care (EFFC) team. This is an exciting opportunity for a child welfare professional who is passionate about developing staff, driving high-quality practice, and ensuring children achieve safe and timely permanency.

Summary of Job Duties:

The Case Planning Supervisor will provide clinical and administrative leadership to a team of Case Planners and a Parent Advocate while ensuring exceptional services for children and families involved in foster care.

Lead and Develop a High-Performing Team
  • Supervise, coach, mentor, and develop a team of four Case Planners and one Parent Advocate.
  • Provide weekly individual supervision focused on case practice, permanency planning, family engagement, safety, and professional growth.
  • Conduct team meetings, facilitate case consultations, and support staff through complex case situations.
  • Recruit, onboard, train, evaluate, and support employee performance in partnership with agency leadership and Human Resources.
  • Foster a collaborative, supportive, and accountable team culture grounded in JCCA’s mission and values.
Drive Exceptional Foster Care Practice
  • Ensure high-quality, family-centered, trauma-informed, and strength-based casework.
  • Guide staff in helping children achieve reunification, adoption, KinGAP, or another permanent living arrangement as safely and quickly as possible.
  • Support meaningful engagement with birth families, foster parents, kinship caregivers, youth, and community partners.
  • Participate in Family Team Conferences, treatment planning meetings, case consultations, and multidisciplinary reviews.
  • Advocate for children and families with ACS, courts, schools, attorneys, medical providers, and community agencies.
Ensure Quality and Compliance
  • Review and approve FASPs, court reports, treatment plans, and other required documentation.
  • Monitor staff productivity, case activity, required contacts, and documentation to ensure compliance with agency, ACS, OCFS, court, and contractual requirements.
  • Identify practice trends and opportunities for quality improvement.
  • Complete supervisory documentation and program reports accurately and on time.
Provide Program Leadership
  • Partner closely with the EFFC Program Director to support daily program operations.
  • Promote reflective supervision, staff wellness, and continuous learning.
  • Collaborate across multidisciplinary teams to ensure coordinated, high-quality services.
  • Participate in rotating evening and weekend administrative coverage, including one late evening each week until 7:00 p.m.
  • Perform other duties as assigned.
Required Qualifications
  • Bachelor’s degree in Social Work, Human Services, or a related field.
  • Minimum of three (3) years of experience in child welfare, foster care, or a related behavioral health or human services setting.
  • Supervisory or team leadership experience strongly preferred.
Preferred Qualifications
  • Master’s degree in Social Work, Public Administration, or a related field.
  • LMSW preferred.
  • Bilingual English/Spanish preferred.

Knowledge, Skills and Abilities:

  • Strong knowledge of ACS, OCFS, and foster care regulations.
  • Experience supervising child welfare staff and supporting professional development.
  • Excellent leadership, communication, coaching, and crisis management skills.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Ability to build trusting relationships with children, youth, families, foster parents, and community partners.
  • Proficiency with CONNECTIONS, Microsoft Office, and electronic case management systems.
  • Commitment to diversity, equity, inclusion, and understanding the impact of institutional and structural racism on children and families.

Salary:Bachelor Level Supervisor -$66.3K – $68.5K; Master’s Level Supervisor – $67K -$70K -Differential offered for Spanish language skills and/or LMSW
