Job summary

United Planning Organization in Washington, DC seeks a Case Manager Supervisor to support the Program Director and supervise PSH Case Managers, ensuring trauma-informed, person-centered care for individuals experiencing chronic homelessness.

The role requires supervision of staff, supervising documentation, and collaboration with partners to improve housing stability and client wellness. This is a full-time, on-site position in the Community Health Division.

Qualifications

  • Master’s degree in social work, human services, or related field; LGSW preferred.
  • Minimum 5 years of case management experience in housing, mental health, or related field.
  • At least 2 years of supervisory or team lead experience.
  • Knowledge of PSH models, Housing First principles, and supportive services delivery.
  • Strong organizational, interpersonal, and crisis management skills.

Job description

Case Manager Supervisor

Overview: The Case Manager Supervisor (CM Supervisor) supports the Program Director by performing designated administrative responsibilities and case management duties. This role provides supervision, guidance, and professional development to the Permanent Supportive Housing (PSH) Case Managers, ensuring the delivery of high-quality, person-centered, and trauma-informed care to individuals experiencing chronic homelessness, often with co-occurring behavioral health and/or substance use disorders. The CM Supervisor ensures services align with PSH program standards, contractual obligations, and evidence-based practices, fostering accountability, client empowerment, and service excellence.

Location and compensation: Washington, DC area. Salary range: $75,000–$85,000 annually. This is a full-time, regular position within the Community Health Division of the United Planning Organization (UPO).

Major Duties
  • Supervision & Staff Support: Provide direct supervision to PSH Case Managers, including monthly individual supervision, field observation, and weekly group case conferencing/supervision. Support staff in managing complex client cases, including those involving behavioral health crises, legal issues, or housing instability. Conduct performance evaluations and develop professional development plans. Approve and monitor caseload assignments, home visit schedules, and documentation compliance.
  • Program Oversight & Compliance: Ensure compliance with program policies, funding source regulations (e.g., HUD, Medicaid, DHS), and documentation standards. Monitor Case Manager productivity and client engagement metrics, addressing gaps in performance. Conduct monthly chart and HTH audits to meet DHS contractual requirements. Lead case reviews and ensure Service Plans, Biopsychosocial Assessments, Intake documentation, LRSP applications, and Lease-ups are completed and updated timely. Serve with the Program Director as a point of escalation for crisis intervention or high-needs cases.
  • External Collaboration: Collaborate with landlords, behavioral health providers, medical facilities, and legal services to support client outcomes. Oversee service delivery to ensure progress toward housing retention, income stabilization, and improved wellness.
  • Training & Quality Improvement: Provide or coordinate staff training on best practices (e.g., harm reduction, motivational interviewing, Housing First, trauma-informed care). Participate in agency leadership meetings, quality assurance initiatives, and case management planning. Identify areas for program improvement and implement strategies to enhance service quality and staff efficiency.
  • Administrative Responsibilities: Maintain supervisory records and contribute to program reports and data tracking. Assist Program Director with hiring, onboarding, and training of new case management staff. Support grant and audit preparation as needed. Maintain a small caseload (maximum 10 cases).
  • Team Collaboration: Collaborate with other homeless services team members to ensure a coordinated and holistic approach to client support.
Qualifications
  • MINIMUM QUALIFICATIONS: Master’s degree in social work, human services, or related field; LGSW preferred. Minimum 5 years of case management experience in housing, mental health, or related field, with counseling and case management for individuals/families experiencing homelessness. At least 2 years of supervisory or team lead experience. Knowledge of PSH models, Housing First principles, and supportive services delivery. Knowledge of community resources, HMIS, and Medicaid billing. Strong organizational, interpersonal, and crisis management skills. Proficiency with electronic documentation systems and Microsoft Office Suite.
