The City of La Habra is recruiting to fill the position of part-time Case Manager in the Employment and Training Division of the Community Services Department. This is a part-time position working approximately 28 hours per week. This position is grant-funded under the Workforce Innovation and Opportunity Act (WIOA) program and its duration is subject to continuation of grant funds. The Employment & Training Division’s program hours are 9:00 a.m. to 6:00 p.m. with staff available to provide services for all hours of operation. Some weekend and after hours work may be required.

The Employment and Training division, operating under the umbrella of the Orange County Youth Center, serves to train and prepare disconnected youth, ages 14-24, throughout the County of Orange, for entering the workforce by coordinating academic and occupational learning opportunities. Program participants are linked with businesses, post-secondary education, and community based organizations who, alongside program staff, provide them with training and guidance toward developing their career pathway and achieving self-sufficiency.
Under administrative direction, this position is responsible for recruitment, program-eligibility determination, career counseling, job development, placement, local business coordination, and other duties associated with the administration of employment and training programs.

Experience and/or education providing the qualifying knowledge, skills, and abilities. A bachelor’s degree or college coursework in psychology, education, sociology or related human-services field is preferred. One year of experience with the Workforce Innovation and Opportunity Act (WIOA) programs, or social-service programs is preferred. Bilingual (English/Spanish or English/Vietnamese) is desirable.
Position requires a valid California Class C driver’s license.
The Employment and Training Division has workforce offices throughout Orange County. Case Managers will be stationed at one of our office locations in Laguna Niguel, Orange and Santa Ana. The position may require extensive driving to meet with participants, set up participant job sites, and perform outreach and recruitment. Reliable transportation and proof of current automobile insurance must meet the City’s policy. Some weekend and after-hours work may be required.
