About This Role

The Carrier Energy Utility Policy Leader will lead Carrier Energy’s utility regulatory strategy and engagement with Energy Commissions and Regulatory bodies to ensure the creation and adoption of new battery incentives, compliance, support for pilot programs, and development of policies promoting Carrier Energy solutions. The leader will develop incentive frameworks with Utilities, Partners, and Influencers, collaborating internally to navigate complex energy incentives across target Utility markets.

Key Responsibilities
  • Develop and maintain a dossier summarizing key energy battery incentives for targeted markets.
  • Ensure Carrier Energy’s pilots and deployments adhere to applicable programs and standards.
  • Collaborate with cross-functional teams to mitigate risks related to compliance and contractual obligations.
  • Build relationships with regulatory agencies to validate pilot programs and secure approvals.
  • Develop integrated HVAC battery incentives and policies with Utilities supporting Carrier Energy’s solutions, including demand response and VPP programs.
  • Represent Carrier Energy in industry forums, hearings, and public discussions to influence policy decisions.
  • Identify and prioritize incentive opportunities aligned with business goals.
  • Prepare briefing materials and proposals to communicate Carrier’s positions on energy policy.
  • Monitor emerging energy policy trends and advise internal teams on impacts and opportunities.
  • Conduct market analysis of the energy sector to identify strategic opportunities.
  • Work with Pricing, Business Development, and other teams to incorporate incentive insights into pricing and pilot designs.
  • Align internal stakeholders with external regulatory requirements for project execution.
  • Expand engagement to include light commercial and C&I applications, ensuring compliance and advocacy.
Level Of Responsibility
  • Address complex problems requiring extensive investigation and analysis.
  • Communicate strategic matters to senior leadership through briefings and updates.
Minimum Qualifications
  • Bachelor’s degree in Law, Public Policy, Engineering, Business, or Finance.
  • 10+ years of experience in energy policy, regulatory affairs, or government relations.
  • Ability to travel up to 25% domestically.
Preferred Qualifications
  • Success in navigating complex regulatory environments, especially in energy/utilities sectors.
  • Strong understanding of energy regulations, including VPPs, demand response, and DERs.
  • Experience advocating for energy incentives and policies.
  • Knowledge of HVAC, battery tech, or energy management systems.
  • Excellent communication and negotiation skills with high-level stakeholders.
  • Expertise in regulatory risk assessment and compliance strategy.
  • Strategic thinker capable of translating regulatory insights into business strategies.
