Job description

BASIC FUNCTION:

The Career Specialist provides employment and training services to individuals who may be dependent upon public benefits, have disabilities, unemployed, underemployed, or have other barriers to employment. These services include client recruitment and orientation activities, development and implementation of a service plan, job placement including job development, employment counseling, and post-employment follow-up services.

WORK PERFORMED:
  1. Responsible for providing vocational and training services to transition youth and adults that are unemployed, underemployed, displaced, disabled, and/or economically disadvantaged populations through an array of activities to reach self-sufficiency.
  2. Performs participant assessment, development of service strategy, employment counseling, and post-employment follow-up services based on WIOA Federal, State, and local policies.
  3. Orients new participants to specific program benefits, rules, regulations, and policies.
  4. Interviews and assesses individuals for job readiness, barriers to employment, and individual needs, to include skills upgrade and/or training.
  5. Responsible for the recruitment of eligible participants, including but not limited to, outreach to schools, agencies, community organizations, and local employers as appropriate to the rules of the funding sources.
  6. Creates and implements service strategy plan to provide work experience, vocational skills, on-the-job training, and other training related programs to individuals.
  7. Assists participants with goals of securing competitive employment, entering the military, or post-secondary education.
  8. Serves as a liaison between jobseekers and employers through referrals and business services.
  9. Responsible to work with various agencies, schools, and staff to provide the required elements to youth and young adults per WIOA regulations.
  10. Ability to implement and market the youth WIOA work experience program.
  11. Responsible for collecting, coordinating, and reporting on educational and employment outcomes, goal achievement, and general information regarding the program.
  12. Responsible for follow-up efforts.
  13. Responsible for case management and timely and accurate data entry.
  14. Meets with participants regularly to monitor progress and offer support and guidance.
  15. Displays willingness and ability to conduct workshops.
  16. Performs all other duties as assigned.

Requirements
MINIMUM REQUIREMENTS:
EQUIVALENT EDUCATION LEVEL REQUIRED: Bachelor's degree
EXPERIENCE REQUIRED: One year of personnel, guidance, sales, or social work experience.
KNOWLEDGE REQUIRED: A comprehensive understanding of the world of work and the needs of young adults and adults with barriers to employment. Excellent written and oral communication skills. Excellent organizational skills and computer proficiency, including the use of the Microsoft Office Suite.
INCIDENTAL REQUIREMENTS: Valid state driver’s license and reliable access to personal automobile.
