Qualifications

  • Two years of supervising professional staff in related programs.
  • Knowledge of Rehabilitation Act of 1973 and WIOA.
  • Background check required and ongoing compliance as specified.

Responsibilities

Position Title: Career Renewal Program Manager

Summary of Functions

This role, funded by the United States Department of Education under the Rehabilitation Services Administration, entails leading the development and management of the Career Renewal Tribal Vocational Rehabilitation Program. As Program Manager, the individual oversees all aspects of the grant-funded initiative, focusing on empowering tribal community members with disabilities to achieve employment and career goals through rehabilitation services.

Essential Duties and Responsibilities
  • Demonstrate advanced knowledge in vocational rehabilitation policies, procedures, and practices to achieve successful employment outcomes for individuals with disabilities.
  • Employ effective leadership practices that foster teamwork, morale, and the attainment of expected performance targets.
  • Mentor and coach employees to deliver quality and timely services and address individual employee issues.
  • Understand and implement personnel policies, procedures, guidelines and practices.
  • Guide employees in using sound independent judgement consistent with Vocational Rehabilitation laws and professional standards.
  • Apply and assist others in acquiring knowledge of medical and psychological aspects of disabilities, labor market analysis, assistive technology, and job modifications.
  • Analyze complex situations and implement appropriate actions that adhere to policies and demonstrate sound judgement.
  • Monitor staff progress using management reports and case reviews, providing timely and constructive feedback.
  • Support employee in meeting performance expectations and using independent judgement effectively.
  • Oversee program budgets and individual case service expenditures, ensuring accountability and compliance within allotted funds.
  • Demonstrate strong collaboration and negotiation skills while working with diverse populations with competing needs.
  • Provide vocational rehabilitation case management and services to clients on an as needed basis.
  • Maintain a professional and a cooperative demeanor when engaging with demanding or difficult individuals.
  • Promote the delivery of high-quality, timely services that align with program goals and participant needs.
Qualifications
  • Master’s degree in social work, a health or social science, public administration or related field, OR
    • a bachelor’s degree in above named field AND two (2) years’ experience in managing, administering, developing and delivery of a Vocational Rehabilitation Program or Social Services program, OR
    • five (5) years’ verifiable professional experience in managing, administering, developing and delivery of a Vocational Rehabilitation Program or Social Services program.
  • Two (2) years supervising professional staff in Vocational Rehabilitation or Social Services Program.
  • Verifiable track record of successful staff performance management, grant management, and fiscal program management.
  • Advanced knowledge of the Rehabilitation Act of 1973 and Workforce Innovations and Opportunity Act (WIOA).
  • Excellent interpersonal and communication skills.
  • Must pass extensive background check prior to employment and every 5th consecutive year of employment thereafter according to the following: §25 CFR 12 Part 32, §25 CFR 63 Part 17, and Public Law 101-647. No arrests or convictions of misdemeanor or felony offenses related to abuse, Domestic Violence, neglect, or endangerment.
  • No criminal arrests or convictions against or crimes involving dishonesty, deception, theft, or fraud.
  • No arrests or convictions related to controlled substances of alcohol or drugs within the past ten years.
  • Knowledge of Tribal culture and experience working with tribal communities.
  • Ability to use a computer at an “intermediate” or higher level and word processing skills at a high level of proficiency.
  • Maintain absolute confidentiality of sensitive information.
  • Strong understanding of workforce diversity and cultural sensitivity.
  • Demonstrate knowledge of community services and resources to increase employability.
  • Demonstrate ability to apply sound fiscal, personnel and case management.
  • Required to have a valid driver’s license and be insurable at the time of application and during the course of employment.
