- Title: Capture and Proposal Manager
- Location: Remote

We seek an experienced and skilled Capture and Proposal Manager to join our team. The ideal candidate will be responsible for identifying and capturing new business opportunities. You will work closely with the business development team and other departments to develop strategies to win new contracts in various domestic and international business lines.
Responsibilities include, but are not limited to:
- Proposal Writing Support
- Provide draft proposal write-ups, including technical write-ups, quality control plans, recruiting/retention write-ups, past performance, etc., as needed by the solicitation. Match requirements to capabilities, determine concepts, tailor and format information, edit drafts, and meet or exceed success rate goals. Assist with pricing volumes through research and formatting.
- Ensure timely submission of fully edited, approved proposals.
- Research solicitations to identify previous contracts and potential competition.
- Review solicitations for inconsistencies and submit clarification requests.
- Assist with proposal quality control, editing, and budget development. Provide documentation such as Past Performance Questionnaires and related products.
- Advise on Past Performance selection for responses.
- Create kick-off presentations to clarify solicitation requirements.
- Identify and respond to RFIs and Sources Sought notices.
- Assist with graphic creation for proposals and BD materials.
- Track proposal activities and maintain the Proposal Pipeline database.
- Visit company sites to understand business operations and meet with customers and staff, coordinating with the Director of Business Development.
- Capture Candidate Qualifications and Job Descriptions
- Provide qualifications and job descriptions to the Recruiting Department.
- Review candidates’ resumes for suitability and compliance.
- Develop proposal responses for selected candidates, including supporting documentation.
- Manage & Lead Capture Process
- Support opportunity research through Sam.gov, GovWin, and other portals.
- Maintain proposal pipeline and track activities.
- Research teaming opportunities and serve as SME on BD tools like DELTEK/GovWin IQ and Sam.Gov.
- Process Improvement
- Identify and implement process improvements to increase efficiency and reduce costs.
- Support data tracking and hardware/software updates.
- Maintain Databases
- Update Proposal Pipeline, Past Performance Library, and SOP manual.
- Registration Compliance
- Maintain company information on Sam.gov for LLC and GmbH.
- Other BD activities
- Support marketing, social media, presentations, and collateral as needed.
- Meetings
- Participate in and organize BD and company meetings, including quarterly pipeline reviews.
- Continued Professional Development
- Participate in educational opportunities and professional organizations.
- GSA MAS Support
- Maintain familiarity with GSA MAS, support proposal development, outreach, and teaming efforts.
Qualifications:
- Bachelor's degree or equivalent military experience
- Prior government/military service in facilities, logistics, or healthcare
- 5+ years in Business Development and capture management in Federal/DOD contracting
- 3+ years in proposal process in DOD environment
- Experience in technical writing
- Proficient in Microsoft Office
