Job summary

The Virginia Department of Conservation and Recreation is seeking a Capital Outlay Project Manager (Architect/Engineer II) to lead planning, design, and construction of capital projects across state parks and facilities. You will coordinate with agencies, manage budgets and schedules, and supervise consultants to ensure quality and compliance.

The role requires strong engineering/architectural knowledge, project administration skills, and the ability to navigate regulatory requirements.

Qualifications

• Engineering knowledge and technical understanding of building and site design.
• Knowledge of contractual relationships and standards of design and construction.
• Ability to plan, coordinate, and administer in a complex organizational setting.
• Capability to provide instruction and training in owner-directed procedures and QA/QC.
• Knowledge of project planning, utility management, and coordination.
• Knowledge of construction budgeting.

Responsibilities

• Manage all aspects of planning, design, and construction management of Capital Outlay, Maintenance Reserve, and special projects.
• Oversee planning phase research, preparation, and stakeholder consensus on project scope within budget.
• Solicit and manage architectural/engineering consultants, review drawings for conformance and budgets.
• Coordinate designs with State, Federal, and local authorities and interagency divisions.
• Manage construction administration including contracts, bonds, schedules, pay requests, inspections, and close-out.
• Mediate contractual concerns between A/E, Contractor, and Owner.
• Respond to customers in writing, email, and phone promptly.
• Review project documents for QA, value engineering, and cost estimation.
• Develop QA plans for shop drawings, submittals, and testing.
