Job summary

The Grand Strand Water and Sewer Authority (GSWSA) is seeking an experienced Capital Projects Manager to lead planning, development, and execution of critical infrastructure investments in Conway, SC. This role oversees the Capital Improvement Plan from concept through construction, including design, permitting, procurement, budgeting, and project delivery with internal and external stakeholders.

A Professional Engineer license in SC is strongly preferred; NC is optional.

Job description

The Grand Strand Water and Sewer Authority (GSWSA) is seeking an experienced and forward-thinking Capital Projects Manager to lead the planning, development, and execution of critical infrastructure investments that support the Authority’s long-term growth and operational objectives. This highly visible leadership role is responsible for managing the Capital Improvement Plan from concept through construction, overseeing engineering design, regulatory permitting, procurement, budgeting, and project delivery. Working closely with consultants, contractors, regulatory agencies, and internal stakeholders, the Capital Projects Manager ensures projects are completed safely, efficiently, on schedule, and in compliance with applicable standards. This position offers an opportunity to make a lasting impact on the region’s water and wastewater infrastructure while helping guide strategic capital investments that enhance service reliability, support future growth, and protect the quality of life throughout the communities GSWSA serves.

KEY RESPONSIBILITIES

  • Manages GSWSA Capital Projects including administering, scheduling, overseeing, and reviewing of design work for capital projects and miscellaneous projects and ensure all projects meet GSWSA standards and specifications as well as project deadlines;
  • Communicates with customers, employees, consultants, contractors, state & county agencies, and others as necessary to resolve conflict and expedite issues;
  • Administers permit applications for Capital Projects and processing as necessary with SCDES, USACoE, SCDOT, County, and other agencies for all general and job specific permits;
  • Provides engineering estimates, designs, required permits, and specifications for various capital and miscellaneous projects;
  • Manages the bid processes and administer construction contracts;
  • Oversees construction, manage site activities, ensure adherence to plans, codes, and quality standards and authorize payments, including change order requests;
  • Monitors project costs, forecast expenses, and manage budgets to ensure fiscal responsibility;
  • Prepares technical reports, data analysis, charts, trends, and others as requested;
  • Directs and manages employees as needed;
  • Assigns work, plans and schedules, organizes, trains, sets goals, evaluates performance, disciplines, and ensures conformance to personnel policies as needed;
  • Coordinates with Chief of Accounting & Finance on establishing the Capital Budget including identifying funding sources (Grants, SRF Loans, etc.);
  • Maintains comprehensive project files, records, and reports for regulatory and review purposes;
  • Assists the Chief Executive Officer;
  • Performs related tasks as required.

QUALIFICATIONS

Education & Experience

  • Bachelor’s Degree from an accredited college or university with major course work in civil engineering, environmental engineering, construction management or related field is required for consideration.
  • Four (4) or more years of relevant experience in capital project or construction management.

Knowledge, Skills, & Abilities

  • Comprehensive knowledge of the principles and practices of engineering as applied to the development, design, and construction of capital improvement projects
  • Thorough knowledge of the techniques and methods used in designing and estimating construction projects
  • Ability to plan, lay out and direct the work of subordinates and consultants
  • Ability to perform difficult engineering computations and to make comprehensive recommendations on engineering and construction problems; ability to prepare technical reports
  • Ability to maintain effective working relationships with GSWSA officials, employees, contractors, consultants and the general public
  • Ability to communicate complex ideas effectively, orally, and in writing
  • Ability to establish and maintain effective working relationships with associates, customers, other agencies, and the general public
  • Ability to work both indoors and outdoors; ability to lift up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently to move objects
  • Ability to bend, reach, stand, and sit for extended periods of time
  • Ability to climb ladders, twist, kneel, crawl, squat, walk, pull, and push; ability to move and traverse obstacles at work sites
  • Ability to work safely and make visual and audible observations day and night and ability to drive a vehicle daily

Special Requirements

  • Licensed as a Professional Engineer in SC required.
  • Licensed as a Professional Engineer in NC is preferred, but not required.

COMPENSATION

The salary range at the time of hire is expected to be between $86,000 – $141,500. The salary offered will be commensurate with experience. Grand Strand Water and Sewer offers comprehensive benefits to complement the salary provided to staff.
